The Institute for Capacity Development’s Global Partnerships Division (ICDGP) is responsible for the fundraising and partner relations in support of the IMF’s capacity development (CD) work, the oversight and management of externally financed resources for CD, and partner visibility and CD communications. Across all its activities, ICDGP works closely with external partners, functional and area departments, the Fund’s regional capacity development centers (RCDCs), and ICD colleagues.

The ICDGP Senior Communications Officer manages communications and outreach for the IMF’s capacity development (CD) activities and donor partner visibility. The role requires taking a lead role in developing and implementing CD communications and outreach strategies; aligning CD outreach messages across the Fund and with external partners; organizing high-level CD-related events, including at the Annual and Spring meetings; and coordinating ICD’s internal communications.

Duties and Responsibilities

Under the general supervision of the Division Chief and Deputy Division Chiefs, key responsibilities for the Senior Communication Officer include:

  • Taking a lead role in developing and implementing the CD communications strategy in close consultation and collaboration with COM, other departments, and Regional Capacity Development Centers (RCDCs)
  • Building understanding and support of the IMF’s CD activities and the CD Strategy Review and its implementation—both externally and internally
  • Managing high-level CD events, including with Management participation and during the Spring and Annual meetings
  • Promoting communications and engagement with external partners and government officials to showcase the impact of CD activities and enhance donor visibility across multiple communications platforms.
  • Managing CD social media platforms, coordinating CD social media on corporate channels, and advising Regional Centers on their digital activities
  • Substantively contributing to CD digital content, including the IMF website, intranet, and ICD sites in close collaboration with COM and ICD divisions
  • Working closely with COM and Creative Services on the branding of the Fund’s CD activities
  • Updating key CD publications and presentations and coordinating ICD’s inputs for the IMF Annual Report
  • Coordinating ICD’s internal communications, including by leading internal discussions across the department and planning and directing internal communications and engagement

Minimum qualifications

Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in communications, international relations, languages, or a related field, supplemented by a minimum of eight years of relevant, progressively responsible work experience, is required. Alternatively, a university degree, or equivalent, and fourteen years of relevantprofessional experience are required.

The ideal candidate will have excellent knowledge of corporate communications and experience developing and delivering communications strategies; a solid understanding of the IMF’s priorities and operations, including related to capacity development; hands-on experience in organizing and managing large events and coordinating effectively across departments; strong writing skills, including experience in storytelling for various channels and digital platforms; a strong understanding of online digital and social platforms and innovative mindset; good judgement, an ability to communicate persuasively, open listening skills, strong interpersonal skills, and an ability to work collaboratively as part of a team.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
