The EIB, the European Union’s bank, is seeking to recruit for its Group Risk and Compliance Directorate (GR&C), Office of the Group Chief Compliance Officer (OCCO), Group Operational and Regulatory Compliance Department (GORC), Compliance Monitoring Division (MON), Compliance Risk Controls and Testing Unit (CRCTU), at its headquarters in Luxembourg, a (Senior) Compliance Officer.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Panel interviews are anticipated for November-December 2023.

Purpose

Define and deploy EIB Group’s compliance risk assessment and monitoring frameworks in line with best practices, including the quality, adequacy and effectiveness of the Bank’s processes, controls and reporting in this area in order to strengthen the Compliance function as second line of defence, mitigate compliance risks and maximise operational efficiency and quality.

Operating Network

S/he reports to the Head of Compliance Risk Controls & Testing Unit. This unit is responsible for developing and implementing the Group Compliance Risk Assessment, Monitoring Programme and related reporting in accordance with best practice. The senior officer maintains strong, positive relationships within compliance and with first line of defence (1LoD) and the European Investment Fund (EIF) compliance function.

Accountabilities

  • Provide strategic input for defining and implementing the strategy and policy development processes for EIB Group’s compliance risk assessment and monitoring frameworks. Provide support and expert advice to mitigate compliance related risks.
  • Drive, implement and continuously improve specific activities and processes in the areas of compliance risk assessment, compliance monitoring, reporting and testing of controls:
  • Continuously enhance the Compliance Risk Assessment (CRA) process at Bank and Group level, including the improvement of the methodology, the integration of the monitoring and testing activities and the alignment with other control functions for non-financial risk
  • Ensure that CRA provides an adequate overview of the compliance risks exposure of the EIB Group activities, covering ML/FT risks and other compliance risks, such as sanctions, market abuse, conduct, conflict of interest and tax.
  • Contribute to the development, improvement and completion of the Compliance Monitoring Programme (CMP), which encompasses:
  • the assessment of the design and operating effectiveness of key controls taking into account applicable best practices,
  • the release of concise reports with risk-mitigating recommendations, and
  • the identification, analysis and reporting on key control indicators (KCIs) and key risk indicators (KRIs).
  • Design and produce the reporting to the Directorate’s senior management and Bank’s governing bodies on the outcome of risk and control assessment and monitoring activities of the Compliance Monitoring function. Produce consolidated updates on the evolution of the Group’s compliance risk profile.
  • Develop an effective communication with all stakeholders, contribute to the deployment of the three lines of defence model, proactively raise compliance risk awareness and contribute to the building of a strong risk management culture by designing and providing training to the relevant stakeholders on compliance reporting and monitoring matters.
  • Provide coaching and support to more junior team members to improve their capabilities and increase the efficiency and quality of the activities carried out by the Unit.

Qualifications

  • University degree (minimum equivalent to a Bachelor), preferably in Law, Criminology, Political Sciences, Business Administration, Economics, Finance or other related fields.
  • At least 5 years of relevant professional experience in a role related to activities of the Unit (compliance, AML-CFT, internal control, audit or other relevant area) ideally gained within the Financial Sector.
  • Specific exposure to EIB Group activities would be an advantage.
  • Experience in compliance risk assessment and controls testing, AML-CFT regulatory or audit is a distinct advantage.
  • Prior experience with a Governance Risk and Compliance (GRC) tool would be a distinct advantage.
  • Knowledge of the standard computer tools, in particular, strong proficiency in Microsoft Excel, and PowerPoint
  • Excellent writing skills, ability to design and write presentations, reports or notes on complex subjects in English in a concise and effective manner.
  • Proven capacity to drive a project to completion and develop new concepts rather than to rely on established concepts.
  • Excellent knowledge of English and/or French (*) with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
