Produce a final report, conveying the review findings and recommendations, to be presented to the IJC.

Expected duration
The expected start date is beginning of October and the duration of the consultancy is until the end of December 2024.
Duties and Responsibilities
1. Conduct a review of the AoJ system at UNRWA, with a view toward recommending improvements where necessary. Namely, examining and assessing the functioning of the AoJ system in all its aspects, focusing on key areas of interest. 2. Produce a short interim inception report and workplan 3. Undertake fact-finding through various means, including, but not limited to, the following: o Drafting Questionnaires for the key stakeholders listed in the components section and compiling answers thereto. o Arranging for consultations with stakeholder representatives via face-to-face interviews, video conference/Zoom and/or telephone and taking notes of such meetings; o Conduct research and making legal analysis; o Reviewing the activity reports of the UNRWA Dispute Tribunal, focusing on statistics showing key areas where there is a high percentage of applications and indications of staff and managers’ lack of awareness and understanding of processes. o Reviewing random samples of key jurisprudence from the UNRWA DT and UNAT in relation to key categories of applications for the purpose of identifying improvements that could be made to UNRWA’s Regulatory Framework; o Identifying jurisprudence that is relevant for the review; and o Seeking input from staff members and managers through Town hall presentations, social media outreach, desk-to-desk outreach, staff portal, Facebook, intranet, SMS campaigns, in-person meetings, video conferences, and staff meetings. 4. Produce a final report, conveying the review findings and recommendations, to be presented to the IJC. 5. Maintain appropriate records of the review, including fieldwork undertaken. 6. Perform other tasks and responsibilities as may be directed by the IJC in relation to the conduct of his review of the AOJ system at UNRWA.
Qualifications/special skills
MINIMUM QUALIFICATIONS AND EXPERIENCE: ● A master’s degree in law (LLM or equivalent). A bachelor’s in law with two additional years of experience, preferably with a focus on administrative law, maybe accepted in lieu of the master’s degree. ● Minimum eight (8) years of experience as a practicing lawyer or as a legal adviser in a public or business organization or institution, including experience in administrative law or related field, including two (2) years of international experience outside one’s home country. DESIRABLE QUALIFICATIONS: ● Working knowledge and experience in UNRWA. ● Experience working in the UNDT, UNAT or other Administrative Tribunal in United Nations agencies/organizations or other international non-governmental agencies/organizations. ● Experience in auditing, inspections or another related field. ● Knowledge of Arabic language is desirable.
Languages
Fluency in written and spoken English.

For payment in instalments certification of satisfactory performance for the corresponding duties and responsibilities is required. Necessary travel and related expenses will be borne by the organization in accordance with applicable UN Policies. ● The final release of payment is subject to successful delivery of the final report. ● The incumbent will be based at UNRWA’s Headquarters in Amman or Jerusalem, remote working will be possible, but the consultant is expected to travel to the Agency’s areas of operations, as needed.
