Senior Contract and Supplier Performance Officer reports to Chief Central Support Services Division.
Responsibilities
Contract and Supplier Performance Management: – Manages, plans, and coordinates the Contract and Supplier Performance management team. – Develops and implements contract management strategies for managing contracts and optimizing supplier performance to enhance operational efficiency and cost-effectiveness. – Leads contract negotiations based on performance data and analysis, ensuring favorable terms and conditions while mitigating risks for the organization. Cross-Functional Collaboration: – Collaborates with cross-functional teams, including legal, finance, and field procurement, supply logistics to ensure that contracts are aligned with deliverables business objectives and regulatory requirements. – Collaborates with the procurement team to identify opportunities for cost savings and value generation through effective contract management and supplier collaboration. – Collaborates with the procurement team to assess supplier capabilities during the selection and qualification process. – Stays informed about industry trends, best practices, and regulatory changes related to contract management and supplier performance and will be responsible for analyzing supplier data, identifying trends, and collaborating with stakeholders to drive supplier excellence. – Collaborates with cross-functional teams to define Key Performance Indicators (KPIs) for suppliers and establishes benchmarks for performance evaluation. Supplier Performance Data Analysis: – Collects and analyzes supplier performance data, including quality metrics, delivery timelines, cost variations, and service levels. – Develops and maintains a supplier performance scorecard to track and communicate supplier performance to internal stakeholders. – Identifies areas of improvement and work with suppliers to implement corrective and preventive action plans. – Conducts regular supplier performance reviews and meetings, providing feedback and fostering collaborative relationships. – Investigates and addresses root causes of supplier performance issues and develops strategies to mitigate risks. – Prepares reports and presentations on supplier performance trends and improvement initiatives for management review. Performance Measurement and Improvement: – Establishes KPIs and metrics to measure supplier performance and contract compliance. – Monitors and evaluates supplier performance against established KPIs, promptly addressing any deviations, conducting performance reviews, and communicating feedback and enhancement opportunities to both suppliers and internal stakeholders. – Identifies potential areas of risk or non-compliance within contracts and supplier relationships and develops proactive strategies to mitigate these risks. – Leads in the assessment and improvement of the performance of suppliers, ensuring that Agency procurement processes are optimized and aligned with business objectives. Training and Quality Assurance: – Provides training to staff on contract and supplier performance management. – Provides technical advice and guidance on all contractual issues in close coordination with procurement teams and reports on quality assurance. – Act as quality assurance focal point for Headquarter Committee of Procurement (HCP) submissions when needed and supports review of HCP quality assurance submissions. Sustainability Procurement Support: – Ensures that environmental sustainability in procurement is established, updated, and that agreed sustainability procurement management initiatives are implemented. – Provides training and knowledge sharing to staff on sustainability procurement. – Performs other duties as may be assigned by the supervisor(s).

Work Experience
A minimum of seven years of progressively responsible and relevant professional experience in contract management, supplier performance, or procurement leadership roles is required. Excellent knowledge of dashboard design and management, performance management and evaluation using database applications (i.e. Power BI), KPIs and visualization tools is required. Experience working with procurement, supply dashboard and monitoring and sustainability procurement initiatives is required. Experience in leading and developing teams, fostering a collaborative and results-oriented work environment is required Excellent command of Microsoft Office Package (Word, Excel, Power Point) is required. Proficiency in contract management software and tools is required Procurement sustainability certification is desirable Experience in Dashboard and analytics with advanced knowledge is desirable Advanced university degree (Master’s degree or equivalent) from an accredited educational institution in business, contract management, law, supply chain management, logistics, audit, sustainability procurement or related field is required. Conditions of service: Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary, Grade 17 Monthly basic salary JD 1156.60 plus special occupation allowance (SOA) of 69.90% of the basic salary (SOA may change from time to time).
