The Global Science, Systems, Services for All Practice has the goal of promoting, and accelerating sustainable, transformative actions and equitable, innovative solutions that maximize access to HIV services and sustain efficient HIV responses integrated into national systems for health, social protection, humanitarian settings and pandemic responses. It achieves these by: 1) using innovation for prevention, treatment and pediatrics, which covers the HIV treatment-prevention continuum and focuses on reaching the 95-95-95 target, 95% combination prevention targets and leaving no one behind; 2) forging productive partnerships with key global AIDS financing partners to ensure national leadership and ownership of AIDS response and maximization of investments, thus building the pathways for sustainability; and 3) integrating multisectoral approaches to HIV and health, and ensuring that community-led responses form part of national health systems and beyond.Main tasks and Responsibilities of the Position:
Reporting to the Head, Partnerships for Programme Implementation (PEPFAR and Global Fund), the Senior Coordinator, Global Programme Partnerships manages assigned partnership aspects with key HIV partners including PEPFAR – the U.S. President’s Emergency Plan for AIDS Relief and the Global Fund.

He / she has the following key responsibilities:

Under the supervision of the Team Lead, manages the day-to-day strategic partnership with Global Fund at the global level and ensure that Global Fund resources address the most urgent gaps and inequalities, and deliver the greatest impact, building national financial capacity and strengthening national systems to sustainably deliver effective, resilient, inclusive and equitable HIV responses.

Represents UNAIDS and provides policy, technical and programme level advice, and latest knowledge through participation in the Global Fund’s Grant Approvals Committee (GAC), Global Fund HIV Situation Room, and other policy and programme related mechanisms.

Support efforts to influence strategic programme positioning from Global Fund and their portfolio of programmes to achieve the global AIDS strategy and global HIV targets.

Supports, in coordination, with relevant technical teams, the implementation of Global Fund Strategic Initiatives implemented by UNAIDS and the overall performance of the Financial Agreement.

Coordinates development of comprehensive analyses of latest policy and strategy developments of the Global Fund and other key partners such as PEPFAR, assessing implications for UNAIDS’ work and country support.

Collaborate with designated RSTs with a view to establish and facilitate the establishment of effective mechanisms to systematically monitor progress and identify issues arising in GF processes in selected countries through open exchange of views with the Global Fund Secretariat.

Brokering UNAIDS support to selected countries in coordination with UCOs and RST as well as colleagues working on relevant technical areas.

Identify country technical support needs related to the GF where UNAIDS can make a difference and work with technical experts to identify bottlenecks and propose appropriate solutions, and advise the TSM team accordingly.

Ensure optimal two-way communication with UNAIDS Country Offices, UN Cosponsors and other stakeholders on Global Fund’s and PEPFAR’s processes (including PEPFAR Country Operational Plans, and new GF grant applications) and latest developments (C-19RM funding).

Coordinate relevant and timely knowledge management activities in conjunction with PEPFAR, GF and other partners, to support country stakeholders to successfully access and implement PEPFAR and GF grants.

Supervises the P4 Technical Adviser position (PEPFAR).

Performs other duties as required.REQUIRED QUALIFICATIONS Education:
Essential: Advanced university degree at Master’s level in public health, medicine, epidemiology, public policy, economics, international relations or another area related to the duties and responsibilities. For internal candidates, a first university degree and twelve (12) years of experience will be considered as equivalent.Competencies:

Essential: At least ten (10) years of experience at the national and international levels in the area of health system strengthening, public health policies, data and health information, health financing and/or in HIV response. Experience in partnership management.

Desirable: Relevant experience with PEPFAR, the Global Fund, UN or other international organizations.Languages:
Essential: Proficiency in English.

Desirable: Working knowledge of French. Knowledge of additional UN official languages.Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization’s Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

US$ 92,731 at single ratePost Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
