The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries, whose mission is to build better policies for better lives. We promote policies that will improve the economic and social well-being of people around the world. Together with governments, policy makers and citizens, we work to establish evidence-based international standards, and finding solutions to a broad range of social, economic, and environmental challenges, from the improvement of economic performance and creating jobs to fostering strong education and fighting international tax evasion. Well-Being, Inclusion, Sustainability and Equal Opportunity
The Centre on Well-Being, Inclusion, Sustainability and Equal Opportunity (WISE) leads co-ordinated, innovative, international action with respect to the OECD’s work on well-being, inclusion, and sustainability, both international and domestic. The Directorate implements the priorities of the Programme of Work and Budget (PWB) set by Member Countries and the Secretary-General in the area of well-being, inclusion, and sustainability. WISE works to devise new and people-centred policy solutions on topics ranging from inequalities of opportunity and poor social mobility to loneliness, low well-being, and mental health.
THE POSITION
WISE is looking for a Senior Counsellor of the Centre to provide leadership and strategic direction to the Directorate and organise and direct work on a wide range of technical and statistical policy issues, in support of the WISE Director. The selected candidate will play a key role to reinforce the capacity of the Organisation to produce high quality work relevant to address global issues related to well-being, inclusion and sustainability, and foster knowledge about them, to develop and implement statistical standards, to provide advice on relevant statistical policies both for OECD members and non-members.
The ideal candidates will demonstrate innovative and strong strategic thinking, excellent communication skills and a record of managing multicultural teams. S/he will have experience, established networks and international standing in the field of well-being, inclusion, and sustainability. S/he will be an attentive manager, fostering diversity and ensuring that the team develops to its full potential in a harmonious working environment.
Main Responsibilities
Leadership
The selected candidate will exercise oversight of analytical and policy content of flagship publications and programmes of the WISE Centre and support the Director of WISE in:
· Contributing to the design, follow up and implementation of the strategic objectives of the Centre.
· Contributing to the design of a research programme to advance a multidimensional approach to well-being; identify key trends, opportunities and challenges in order to support well-being and inclusive growth reform agendas in member and partner countries and to maximise the impact and relevance of the Well-Being Centre’s work.
· Remaining abreast of political and economic developments and track events that may impact on the WISE strategic agenda. Following closely the major policy issues of critical importance to OECD mandates, including horizontal projects and global relations.
· Contributing to the preparations of horizontal outputs and corporate activities, with a focus on those of strategic nature.
· Maintaining close contacts with national delegates, ministries, experts and research bodies to ensure that the policy analysis is relevant and draws on the best available quantitative methodologies.
· Ensuring that the Organisation identifies and gets access to new sources of data of relevance to the analysis of well-being, inclusion and sustainability and provides timely and technically-sound analysis, data, indicators and policy recommendations in areas of policy which affect well-being, inclusion and sustainability.
· Working with other Directorates to promote coherence between approaches to well-being, inclusion and sustainability issues across the house.
Representation and Liaison
· Maintain close contacts with Delegations. Develop and foster networks of other relevant partners and ensure adequate information to Delegations and the broader stakeholder community on the OECD contributions. Liaise as required with Ambassadors and officials from Member and non-Member countries.
· Represent the Directorate and the Organisation at internal and external high level meetings, establishing close contacts and active collaboration with a wide range of colleagues, stakeholders and partners to achieve maximum effectiveness and efficiency.
· Establish and maintain a network of relationships with other international organisations, national authorities, academia and research institutes and actively contribute to the effective dissemination of the work of the Directorate.
· Actively contribute to the development, promotion and implementation of enhanced engagement with key partners and other non-member economies and “horizontal” (multidisciplinary) work, through policy missions and targeted outreach.
· Replace the Director in his/her absence.
Management and Co-ordination
· Actively manage the Directorate’s human capital, through merit-based recruitment processes, professional development, and performance management of its staff.
· Ensure optimal use of resources, skills, and knowledge in support of the Directorate’s business needs. Support the Director of the Centre as well as the Head of Partnership in designing and deploying a successful long-term fund-raising strategy.
· Build and lead a cohesive, multicultural and multidisciplinary team, promoting excellence, inclusion and diversity.
· Ensure effective co-ordination, collaboration, and co-operation across the Organisation, including with the Office of the Secretary-General and policy directorates to support and contribute to flagship corporate initiatives and horizontal projects.
· Adhere to and promote the highest professional standards and the ethical principles of the OECD’s Code of Conduct in all internal and external matters. Ensure a caring environment where managers promote, respect and support staff in developing their full potential.
Ideal Candidate Profile
Academic and Professional Background
· An advanced university degree in economics, political or social sciences, law, or international relations or a related subject.
· At least 10 years’ experience in the policy area of well-being, inclusion and sustainability topics combined with strong analytical skills and an excellent understanding of complex geo-economic-political issues.
· Proven record of conducting relations at senior level and within a political decision-making environment. Well-established contacts with key players and stakeholders in the relevant national and international communities.
· Proven record of successful experience in fund raising would be an asset.
Communication and Languages
· Fluency in one of the two OECD official languages (English and French) and a knowledge of, or willingness to learn, the other.
· Knowledge of other languages would be an asset.
Core Competencies
· For this role, the following competencies would be particularly important: Flexible thinking, Teamwork and Team leadership, Influencing, Developing talent, and Organisational alignment.

Contract Duration
· Two-year fixed term appointment, with the possibility of renewal.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
· Monthly base salary starting from 11 079.30 EUR plus allowances based on eligibility, exempt of French income tax.
· Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
Process
All applications are screened based on the criteria for the position. For candidates who are screened-in, written tests and/or video-recorded interviews are foreseen in October 2023 and panel interviews are planned for November 2023 A leadership assessment will also be requested by candidates in the final selection stage.
