The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO) – Data & Information Solutions Department (DIS) – Data Management Division (DM) – Data Warehouse Solutions Unit (DWS) at its headquarters in Luxembourg, a (Senior) Data Lake Officer*.

This is a position at grade 5/6 for which the EIB offers a permanent contract and part time arrangement (of minimum 80%) can be accommodated.

Purpose

We are currently seeking a (Senior) Data Lake Officer to lead the implementation and management of a new AWS-based data lake within our data architecture. This role requires profound technical acumen and hands-on experience with cloud and data lake solutions, with particular emphasis on AWS S3 and DataBricks.

Your core responsibilities will be around establishing our data lake from the ground up – outlining security protocols, tailoring the platform to align with our organisation’s requirements, and fostering productive interactions with a range of teams such as business units, data governance, and IT security. You will not be working in isolation but will be supported by a dedicated team.

Operating Network

You will report to the Head of Data Warehouse Solutions Unit.

What will you do?

  • Ensure effective implementation of IT policies and initiatives related to data lake solutions
  • Define a unified approach for configuring the EIB Group data lake environment and developing ETL jobs within the application
  • Participate in the definition of development principles, policies, and the application of industry best practices.
  • Assist the business counterparts to reach EIB Group objectives, using functionalities of AWS and Databricks.
  • Lead and organise complex business requirement analysis; producing business cases to propose the best possible IT solution while remaining cost effective
  • Manage IT projects and business requirements analysis, and ensure delivery within the planned time, scope and budget
  • Apply technical knowledge and expertise to define, test, implement and maintain data extractions in line with requirements and in cooperation with reporting officers, data officers, data owners, source system and Group Data Lake IT custodians.
  • Report accurate, meaningful, and timely project status to all involved parties, escalating issues as necessary
  • Provide instruction, training, and expert guidance to more junior staff/project managers on all aspects of existing and new data extraction techniques, best practice strategies, and technologies
  • Maintain a high level of expertise on the aspects of Group Data Lake platform focusing on AWS and Databricks
  • Participate in special initiatives beyond the strict boundaries of own domain

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Information Technology, Mathematics, Finance or related fields
  • Minimum of 5 years of professional experience covering data extraction management, ideally gained within the data lake field
  • Knowledge of project management principles, methods, and practices
  • Experience in public cloud environments (e.g. AWS, GCP, Azure)
  • Strong technical knowledge of data lake solutions (such as Amazon Data Lake, Databricks, Snowflakes) and SAP Business Objects Suite or equivalent reporting tools
  • Proven experience with creating, testing, and implementing business rules for feeding and maintaining a data lake
  • Experience with establishing data extraction performance metrics and preventative controls for continuous improvement
  • Experience in testing, packaging and deploying ETL developments
  • Proven track record of data extraction improvements and result orientation
  • Good knowledge of database management systems (Amazon S3, Sybase ASE & IQ, Oracle)
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
