The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate, Buildings and Logistics Department (BLD)Real Estate Portfolio Management Unit (RPM)*, at its headquarters in Luxembourg, a (Senior) Data Management & Reporting Officer (Corporate Real Estate)**.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

*Please note that the department is currently undergoing the reorganisation and final set-up is pending confirmation.

Purpose

In this role you will design and manage a suitable Data Management Framework for the EIB Group’s portfolio of real estate assets and supporting services, aiming at providing high quality data and reports regarding the performance and risks of the real estate assets and services portfolio, allowing management to take well informed decisions and providing regular reports to the services and senior management.

You will play a key role in creating value form the significant data of our real estate assets, services, and additional relevant collected data, delivering on the overall value proposition of the Buildings and Logistics Department.

Operating Network

Pending the outcome of the reorganisation this role is expected to report to Head of Real Estate Portfolio Management Unit.

Accountabilities

  • Develop and manage an efficient Data Management Framework for our Corporate Real Estate (CRE) and Services, enhancing data integrity, accessibility, and usability across our globally owned and leased asset portfolio
  • Work closely with division heads, project managers, and the PMO to establish and maintain a comprehensive CRE Data Management and Reporting Framework, encompassing performance tracking and risk management tools, consistent with the Bank’s objectives and policies
  • Generate, maintain, and analyse substantial real estate portfolio data from various sources, leveraging business intelligence tools to fulfil diverse reporting, benchmarking, and analytical needs
  • Provide solid KPI frameworks to supervise service contracts and monitor service delivery performance, supporting effective reporting and decision-making
  • Deliver consolidated insights on the financial and non-financial performance of CRE activities, including risk analysis, cost control, and timeline tracking
  • Develop business case presentations and data-driven insights, including innovation proposals and industry trends, to integrate into our global real estate & facility strategy
  • Design, implement, and maintain a centralized information management framework equipped with relevant data visualization/reporting tools, enabling the tracking of key milestones, performance indicators, and risk assessments
  • Stay updated with data/business intelligence developments in corporate real estate and facility management services. Perform regular benchmarking with industry peers.
  • Manage the timely delivery of reports, dashboards, executive briefs summarizing program progress, performance, risk, and key information status, ensuring quality and consistency
  • Stay abreast of developments in the domain of data/Business Intelligence related to corporate real estate and facility management services (e.g. EN norm 15221, ISO 9001, OHSAS 18001/ISO 45001; ISO 14001; ISO 27001, ISO 31000) to ensure services’ compliance with the Bank’s quality standards, good working practices and local and international legal, ethical and regulatory requirements.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably connected to real estate management/civil engineering/architecture or associated disciplines
  • At least 5 years of professional experience in data management and data reporting, preferably in Corporate Real Estate and/or Facilities
  • Ability to drive high velocity, high impact development cycles, balancing out short-term needs and long-term vision.
  • Demonstrated technical aptitude with real estate development experience
  • Ability to adapt and be effective in new situations within a highly dynamic environment; strong organizational skills and attention to detail
  • Excellent tracking and reporting skills and ability to visualize data and convey information if and when needed
  • Experience working in an international and multi-cultural team
  • Demonstrated skills in data analysis
  • Ability to handle a large volume of information and accurate management of large datasets
  • Excellent Microsoft application skills (Excel, Word and Outlook) with ability to learn new information management systems quickly
  • Knowledge of managing information systems for real estate and facility management (e.g., Archibus, Occupancy Management Software, Oracle, Primavera, BIM)
  • Detail-oriented, with an emphasis on quality of work
  • Proven exceptional work-ethic, self-motivated, and highly driven
  • Good verbal communication and writing skills are essential
  • Polished “follow up” and information gathering skills
  • Proven ability to exercise initiative, to work to tight deadlines and handle multiple competing priorities
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
