Org. Setting and Reporting
The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 21 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonisation of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialised agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. This position is located in the Information and Communications Technology Section (ICTS) within ESCWA’s Resource Management and Service Development Division (RMSDD). ICTS is part of the global UN ICT community headed by Chief Information Technology Officer (CITO) and partners globally to continue to modernize, transform and innovate ICT in the UN, while strengthening governance and optimizing resources. ICTS/RMSDD provides ICT services and support to ESCWA and UN entities. It includes management of ICT services including infrastructure, audio/video conferencing, telecommunications, ITSM, and information security; digital solutions development, deployment and support of enterprise applications, as well as data science and computational economics services. The incumbent will work in the Data Science and Computational Economics Unit and be supervised by the head of unit and report to the Chief of ICTS.
Responsibilities
Within delegated authority, the Senior Data Science Assistant will be responsible for the following duties: • Responds to requests for exploration, identification, and acquisition of data sources to determine their suitability for use in decision making and advancing the goals of the organization. Leads other team members to prepare input to address requests. • Maintains a working relationship with key clients to leverage the use of data science methods to support their programmatic areas through solutions built by the team and by establishing communication channels through meetings, email and other means. • Provides input to the design and development of data science products to reveal insights and provides an understanding or knowledge of the data that would otherwise not be detected without the application of analytical methods such as artificial intelligence, machine learning, predictive analytics, data and text mining, natural language processing, statistics, and use of relevant algorithms and computational approaches. • Provides client training and develops products, tools and processes to extend the capabilities of client offices. • Prepares customized visualization and presentation products to reveal the findings of analysis for clients. • Guides, trains and supervises other general service staff in the function. • Performs other duties as assigned.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
A first level university degree in Computer Science, Data Science, Computer Engineering, Statistics or related areas is desirable.
Work Experience
A minimum of ten (10) years of experience in data science, data analytics, applied mathematics, information management, software engineering or related area, is required. The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher. A minimum of three (3) years of experience in using programming languages such as Python, R, or similar is desirable. A minimum of two (2) years of experience in data mining, text mining, natural language processing, and predictive analytics is desirable. A minimum of two (2) years of experience applying machine learning algorithms and artificial intelligence techniques to solve real-world problems is desirable. A minimum of one (1) year of experience with data visualization tools such as Tableau, Power BI, or similar is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
