Org. Setting and Reporting
This position is located in Kinshasa, in the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). The Senior Data Specialist reports to the Chief of Operations and Resource Management under Mission Support Division (MSD).
Responsibilities
Under the direct supervision of the Chief of Operations and Resource Management and within delegated authority, the Senior Data Specialist will be responsible for overseeing the generation and communication of data-driven analyses for all aspects of MSD in support of decision-making processes, managing the strategy development process, and guiding strategy execution.
Main duties and responsibilities of the post include:
• Plan and direct the work programme on data analysis, providing both methodical and managerial supervision of all activities.
• Collaborate with all MSD Service Pillars and with all other Mission components to prioritize organization and information needs and ensure development of appropriate and relevant Key Performance Indicators.
• Develop proposals and solutions for CORM and DMS on improving and simplification of business processes and strengthened accountability and transparency.
• Collaborate with the Chief of Field Technology Section (CFTS) on the development and implementation of databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.
• Lead Mission Support team members efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
• Guide Mission Support Teams to identify, analyze, and interpret trends or patterns, using machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data.
• Oversee analysis, reporting and quality control capabilities and oversee full lifecycle analysis to include requirements, activities and design.
• Manage data strategy development for key projects and collaborate with FTS on data strategy execution in the areas of innovation, partnerships, UN reform and data strategy.
• Coordinate with counterparts in the Business and Transformation Accountability Division (BTAD) in the Department of Management, Strategy, Policy and Compliance (DMSPC) and the Department of Operational Support on implementing business improvement projects, risk management registers, delegation of authority instrument, policy compliance and ensure pertinent staff training and capacity building in data strategy area.
• Support CORM in all other areas of ORM, as required by CORM.

Education
Advanced university degree (Master’s degree or equivalent) in computer science, data science, analytics, statistics, information management, public administration, management, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of ten (10) years of progressively responsible experience in applied analytics, business intelligence, information management, statistics, project management, stakeholder management or related area is required.
Experience in using data to guide decisions, develop strategic direction, and oversee execution is required.
Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is required.
Experience in tools managing version control such as Git is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in spoken and written English is required. Knowledge of French is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
