The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a five-year, global project focused on HIV, COVID-19, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and highly motivated Vietnamese candidate to serve as a (Senior) Data Systems Officer for its Global Health Security (GHS) portfolio, based in Hanoi or Ho Chi Minh City (HCMC).

Main responsibilities:

The (Senior) Data Systems Officer will be responsible for coordinating and implementing activities in strengthening the capacity of health information systems (HIS) for infectious/emerging disease surveillance. Specific responsibilities may include but are not limited to the following:

  • Develop an assessment of current health information systems to detect, alert, and respond effectively to emerging, re-emerging, and priority infectious diseases.
  • Map existing HIS in the public and private sectors and the human resources that support the systems.
  • Determine priority emerging epidemic diseases
  • Document the current state and develop recommendations on restructuring and/or developing a HIS network to effectively prevent, detect, and respond to outbreaks.
  • Develop summary reports, manuscripts, presentations, and other knowledge products.
  • Provide program management support such as troubleshooting, updating work plans, and coordinating and monitoring program activities.
  • Represent EpiC at technical meetings and contribute to project efforts in the areas of GHS including business development.
  • Perform other tasks and relevant duties as required.

Desired qualifications:

  • Bachelor’s Degree in information systems or related field, or public health with experience in HIS. Advanced degree preferred.
  • Knowledge of GHS activities, including One Health approach to addressing emerging health threats.
  • Experience in survey, analysis and system design for a national HIS preferred.
  • Working knowledge of enterprise architecture, local and international health data exchange standards, and systems interoperability approaches preferred.
  • Experience working effectively with government counterparts.
  • Excellent written and oral communication skills in both Vietnamese and English.
  • Willingness and ability to travel within Vietnam up to 20%.
