Org. Setting and Reporting
This position is located in the Disarmament, Demobilization and Reintegration and Stabilization (DDRS) Section of the United Nations Multidimensional Integrated Stabilization Mission in the Democratic Republic of Congo (MONUSCO) in Kinshasa. The Senior DDR Officer serves as Deputy Principal Coordinator of the DDRS section.
Responsibilities
Within delegated authority, the Senior Disarmament, Demobilization and Reintegration (DDR) Officer will be responsible for the following duties: • Serves as senior officer for a significant segment of DDR and Stabilization in coordination, strategic planning and field coordination, and supervises all aspects of DDRS activities; ensures an integrated and harmonized approach among other components of the mission (political affairs, military component, civilian police, public information, logistic support, Integrated office including the transition team etc.). • Develops and maintains relations with high level government officials, local leaders and other key players and actively promotes coordination and communication between international and national partners with a view to pursuing DDRS objectives and ensuring participation in and effective integration of ideas in the planning and implementation of DDR activities. • Assist the Principal Coordinator in leading the technical secretariat of the Stabilization Coherence Fund and other assessed-based programmatic instruments. including by strengthening the capacity of the government and other parties and drafting mission summaries; reviews relevant documents and reports identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing and presenting agenda topics, identifying participants, preparation of documents, etc. • Provides policy and operational advice to DDRS management on an ongoing basis and assists in the programming of DDRS activities at the national level; provides regular updates on various aspects of DDRS initiatives and recommends appropriate actions. • Maintains effective partnership with relevant UNCT partners to ensure appropriate coherence and effective joint programming. • Provides innovative technical advice and assistance to national and provincial P-DDRCS structures. • Prepares and/or supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Guides, supervises and mentors staff in the execution of their respective functions. • Contributes to the development of resource mobilization strategy and ensures effective coordination with donors, including the private sector. • May perform other duties as required.

Education
Advanced university degree (master’s degree or equivalent) in political science, social sciences, international law, management, economics, business administration, finance, economics, development or other relevant fields is required. A first level university degree in combination with two additional years of relevant work experience may be accepted in lieu of an advanced university degree.

Work Experience
A minimum of ten (10) years of progressively responsible experience in international affairs such as peacekeeping and peacebuilding operations, preferably including experience on disarmament, demobilization, reintegration, small arms control programmes, post-conflict crisis, economic recovery or related area is required. Experience in the management of programmes/projects involving multiple national and international partners is required. Proven experience in leading and managing the work of large multi-disciplinary teams, including in human resources management, administration, logistics, financial management, budget, or related fields is required. Proven experience in strategic planning including CPAS and other integrated mission and UNCT planning skills is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required.
