The position is located in the International Tax and Development Cooperation Branch (ITDCB) of the Financing for Sustainable Development Office of the Department of Economic and Social Affairs. The FSDO works to advance policy and action on financing for sustainable development to support Member States and other stakeholders in achieving the 2030 Agenda for Sustainable Development and Addis Ababa Action Agenda on Financing for Development: by providing thought leadership and agenda-shaping, promoting multi-stakeholder dialogue, identifying policy options and best practices, and offering strategic advice and support for capacity development in key areas; this includes the work of the branch in delivering the UNDESA capacity building programme in tax and domestic resource mobilization, which is a particular focus of this post. Responsibilities
Under the supervision of the Chief of ITDCB, FSDO, the Senior Economic Affairs Officer will provide support to the programme of capacity development in the area of financing for sustainable development in support of the 20430 Agenda for Sustainable Development (20230 Agenda) and the Addis Ababa, with emphasis on issues related to international tax cooperation, domestic resource mobilization and fiscal policies aligned with the 2030 Agenda and Addis Agenda. This will include the following duties: Economic or sectoral analysis  Leads or participates in the formulation, organization and management of analysis and the formulation of possible strategies, policies and actions for adoption by governments and other stakeholders on issues related to international tax cooperation, domestic resource mobilization and fiscal polices aligned with the Sustainable Development Goals.  Participates in the identification of new or emerging issues in international taxation, including the negotiation and administration of bilateral tax treaties based on the United Nations Model Double Taxation Convention between Developed and Developing Countries (the UN Model), as well as policy and administration issues related to tax avoidance and evasion that potentially concern the international community, particularly those of a regional or global nature, and designs and develops programmes to address them.  Commissions economic studies and analyses that cannot be undertaken internally.  Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the work unit’s outputs.  Finalizes reports on international taxation and sustainable development for issuance by the United Nations.  Prepares speeches for senior staff and makes presentations on economic issues for specialist or non-specialist audiences. Intergovernmental support  Provides direct substantive support on international taxation and sustainable development issues to intergovernmental and expert bodies by offering strategic advice, giving technical guidance and assisting in developing a consensus.  Represents the branch at international, regional and national meetings on international taxation and sustainable development issues. Technical cooperation  Provides leadership in the design of capacity development programmes, projects and activities at national, regional and global levels and contributes to implementation, monitoring and evaluation as well as reporting on these initiatives.  Develops and updates training materials for the areas covered in capacity development activities for the use by different stakeholders.  Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on economic issues and policies.  Negotiates with donor and recipient governments on technical assistance programmes and projects.  Organizes and coordinates cooperation among Member States on economic programmes or issues.  Leads or participates in technical cooperation missions. Programme support  Provides inputs for the normative and advocacy functions of the Office based on technical knowledge and capacity development expertise.  Performs other related duties as required. Other  Collaborates with team members in efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Supports efforts to ensure that everyone can discover, access, integrate and share the data they need.

Education
Advanced university degree (Master’s degree or equivalent degree) in economics or related field is required. A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. Experience in the area of international taxation is required. Experience in at least one of the following areas: taxation of globalized and digitalized economy; taxation of the extractive industry; tax treaties; or transfer pricing is required. Experience in both tax policy and administration is required. Experience in the implementation of capacity development activities, including advisory work, on financing for development-related matters in developing countries, preferably in more than one region, is required. Experience with the work of the UN Committee of Experts on International Cooperation in Tax Matters is desirable. Experience in health taxes and other forms of indirect taxation is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
