This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union’s bank, is seeking to recruit for its Projects Directorate (PJ), Energy Department (ENERGY), Electricity Networks Division (ELNET) at its headquarters in Luxembourg, a (Senior) Energy Networks Engineer*.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

As the (Senior) Energy Networks Engineer you will work within multi-disciplinary teams, on assessing the technical viability and environmental sustainability of projects and programmes, and the implementation of projects in accordance with the EIB’s standards and procedures, in all countries where the Bank operates. Upon approval of the project by the EIB’s Governing Bodies, you will also have an active role in the technical monitoring of the project until its completion by the promoter.

Operating Network

The Projects Directorate (PJ) provides advice and independent opinions to the EIB’s decision makers on the benefits, quality and risks of projects and on sector specific questions. PJ is involved in policy formulation for the EIB to respond to EU policies, and it is responsible for sectoral studies to help identify market risks and opportunities, potential projects, or to meet specific requests from Operational Lending Directorates or the Management Committee/Board of Directors.

The successful candidate will report to the respective Head of Electricity Networks (ELNET) Division and work in close collaboration with the other professional staff of the ENERGY Department, specialists in other PJ departments and EIB staff, notably those participating in lending operations. You will need to work with a high degree of autonomy, maintaining external contacts with clients, organisations, public authorities, EU institutions and other IFIs, as appropriate and be comfortable representing the EIB at high level meetings with promoters and EU counterparts and at external events. Participation in horizontal tasks within the ENERGY Department may also be envisaged. Regular travel will be involved.

Accountabilities

  • Within multidisciplinary teams, ensure the technical assessment of investment projects and programmes concerning electricity networks (transmission, distribution), smart grids and electricity storage, including compliance with the EIB’s procurement and environmental, social and climate policies, to the required quality standards
  • In the context of the assessment indicated above:
    • Cooperate closely with the Lending Directorates and provide advice to the early screening of Investments
    • Prepare insightful appraisal and monitoring reports of projects and programmes in order to demonstrate or determine that they are eligible for EIB financing.
    • Prepare technical specifications for the procurement of consultants and supervise the intermediate and final deliverables of those consultants in the context of managing of project development assistance funds received from donors (incl. the European Commission)
    • Monitor on-going projects in order to verify their compliance with the technical conditions and requirements specified in the finance contract, including compliance with EIB Environmental and Social standards and with the EIB Guide to Procurement.
    • Prepare the corresponding project completion reports
    • Track the evolution of the legal and regulatory framework for projects in the energy sector as well as the applicable EIB lending policies. The tasks include active representation at selected sectoral events, and liaising closely with EU institutions and international organisations on energy policy/sector questions
    • Produce sector, policy and other papers related to energy matters when required.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in engineering or relevant fields for the type of projects concerned in this post
  • Specialisation as part of post-graduate studies would be an asset.
  • At least 5 years of professional experience in the relevant fields covering the main aspects of the project cycle (feasibility, design, development, management and operation) and in particular in relation to project management of the implementation of electricity networks and electricity storage investments
  • Good knowledge of the energy sector including the EU policies and regulatory aspects with relevance in the area of electricity networks and electricity storage (technology, markets and operations). Good knowledge of other energy subsectors including renewable energy (solar/wind/geothermal), or hydropower would be an asset.
  • Good knowledge of the environmental, social and procurement requirements of energy projects.
  • Experience in a project implementation role at an energy utility would be an advantage. Experience in the preparation, evaluation or monitoring of electricity network projects funded by IFIs also would be an advantage.
  • Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
