Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 209 projects in 123 countries and has committed USD 11.4 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective
The Senior Ethics and Compliance Specialist is responsible for developing and overseeing programs and initiatives promoting compliance with GCF’s Code of Conduct and staff policies, and fostering ethics within GCF. The Senior Specialist develops and maintains a workplace culture centered on integrity and accountability as well as respect for the dignity, diversity and rights of staff. The Ethics Senior Specialist will also act as a point of call for personnel with questions on which grievance channels are best suited to address their concerns as well as on the Code of Conduct including conflicts of interest and financial disclosure. The Specialist reports to the Head of Human Resources. Independence, impartiality and confidentiality are prerequisites for the functioning and operation of the position.

Purpose

  • Lead and coordinate the updating of the Code of Conduct to maintain it in line with the highest, applicable ethical standards;
  • Review and promote compliance by GCF’s staff with the Code of Conduct and other, ethics-related policies, rules and procedures applicable to staff, including by monitoring, identifying and mitigating risks of non-compliance.
  • Develop and lead the financial disclosure programme for concerned Secretariat Personnel;
  • Develop the Conflict of Interests framework for GCF Personnel, or where agreed with other related parties;

Engagement

  • Advise and collaborate with all stakeholders on the review and dissemination of ethics-related policies, rules and procedures for human resource management;
  • Provide staff and management with guidance on matters concerning ethical conduct and applicable grievance mechanisms, including informal consultation for dispute resolution;
  • Draft outreach material such as factsheets, brochures, infographics, articles, etc. to raise ethical awareness within staff.
  • Serves as a focal point for advising personnel on grievance channels and raise awareness within the Fund to policies on ethical standards and expected behaviour.

Delivery

  • Implement ethics-related policies, rules and procedures in collaboration with other relevant units in GCF;
  • Design and deliver training to staff on ethics-related policies, rules and procedures in order to promote an ethical culture of compliance within GCF;
  • Oversee the functioning of GCF’s grievance architecture and make sure that is properly articulated and operating as expected including managing the administrative relationship between GCF/OHR and external members of the Staff Appeals Committee and the Ombudsperson;
  • Draft annual reports, activity reports and briefings for submission to the GCF’s Senior Management Team and the Board, as well as recommendations on possible actions to promote adherence to the highest ethical standards by staff.

Requirements (Education, experience, technical competencies required of the job)

  • Master’s degree in ethics, law, mediation, business management & administration, psychology, human resources or related fields, Bachelor’s degree with an additional of 2 years of relevant experience.
  • At least 11 years of professional experience in a multi-cultural setting, in public and/or private institutions or international organizations in the field of ethics;
  • Experience in mediation and investigation of non-compliance with ethical standards;
  • Demonstrated experience in designing and delivering ethics training and awareness raising programmes;
  • Highly developed analytical skills and very sound, tested judgement, strong influencing skills;
  • Demonstrated ability to maintain the highest ethical standards of professional and personal conduct, including ability to undergo a thorough professional, personal and financial background investigation with satisfactory results; and
  • Excellent written and oral communication skills in English are essential for this position, with knowledge of another UN language considered an advantage; ability to influence and persuade different audiences.
