JOB DETAIL

Under the overall supervision of the Chief of Mission (CoM) in Islamabad and direct supervision of the National Field Compliance Officer; and, in collaboration with relevant units at Headquarters and the Administrative Centres, the incumbent will be responsible and accountable for managing the resources management functions in Islamabad.

Responsibilities and Accountabilities

  1. Maintain full adherence to IOM’s financial policies, donor regulations, and internal controls by conducting risk assessments, identifying financial vulnerabilities, and implementing corrective actions.
  2. In coordination with related teams, monitor and resolve open Purchase Requests (PRs), Purchase Orders (POs), vendor payments, advances, and outstanding commitments to facilitate timely financial processing and compliance.
  3. Assist in strengthening financial control mechanisms to prevent fraud, corruption, and unauthorized transactions by verifying that all financial approvals align with IOM’s delegation of authority and accountability framework.
  4. Support budget planning, monitoring, and forecasting by verifying programme/project funding, reviewing that expenditures align with approved budgets, and preventing overspending or misallocation of funds.
  5. Conduct monthly, quarterly, and annual reconciliations of general ledger entries, financial statements, and balance sheets, verifying that financial transactions are accurately documented and comply with IOM accounting policies.
  6. Assist in internal and external audits by  providing timely responses, facilitating access to financial records, and conducting post-audit compliance reviews to confirm the implementation of corrective measures.
  7. Verify procurement transactions, vendor due diligence, and asset tracking by monitoring that contracts, purchase orders, and inventory reconciliations comply with IOM’s procurement and asset management policies.
  8. Monitor bank reconciliations, cash flow projections, fund transfers, petty cash handling, cash advances, and foreign exchange transactions to maintain compliance with Treasury policies and mitigate financial risks.
  9. Verify compliance of payroll transactions, salary payments, staff allowances, contract payments, and benefits with IOM’s HR and finance policies, including conducting financial reviews to validate entitlements and disbursements.
  10. Collaborate with ICT teams to maintain financial system security, user access controls, and data integrity in SAP/PRISM while supporting ICT audits related to financial transactions and system controls.
  11. Develop and update Standard Operating Procedures (SOPs), financial checklists, and compliance guidelines to standardize financial workflows and align them with best practices and internal controls.
  12. Verify that all donor-funded projects meet financial and reporting requirements, preventing non-compliance penalties, while supporting Project Managers in financial planning, execution, and donor audits.
  13. Support the delivery of compliance training and workshops to finance, HR, and operations teams, strengthening risk awareness, fraud prevention, and adherence to financial best practices while conducting joint compliance reviews with HR, ICT, Accounting, and Treasury teams to improve internal controls and enhance coordination.
  14. Perform other related duties as required.

Education

  • High School diploma with seven years of relevant experience; or,
  • Bachelor’s degree in Business Administration, Accounting, Finances, or related field from an accredited academic institution with five years of relevant professional experience.

Experience

  •  Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
  • Attention to detail, ability to organize paperwork in a methodical way;
  • Discreet, details and clients-oriented, patient and willingness to learn new things; and,
  • Keen eye for accuracy in data-entry and validation
  • Strong ability to maintain integrity and confidentiality in complex situations, and handle sensitive information, data, and issues with mature and discreet professionalism.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • Strong knowledge of IOM or UN financial policies, donor regulations, and internal controls, with expertise in conducting risk assessments, reconciliations, audits, and implementing corrective actions.
  • Extensive knowledge of IOM or UN internal financial and supply management rules and corresponding ERP components.
  • Excellent ability to work with cross-functional teams (Finance, HR, ICT, Procurement, and Operations), develop financial SOPs, deliver compliance training, and enhance internal controls for financial integrity and accountability.

Languages

Fluency in English. (oral and written).
