Department

Pricing (Pricing) – Pact strives for a world where all people are heard, capable, and vibrant. The Pricing Unit helps realize this objective by supporting project design teams across the organization and its subsidiaries in structuring quality cost proposals in response to solicitations by government agencies, foundations, and corporations. The Pricing Unit interacts and collaborates with staff at all levels of the organization to gather inputs, and inform design.

Position Overview

The Senior Finance Analyst – Business Development Pricing works closely with staff at headquarters and in the field to support the development of pricing models, cost proposals, detailed budgets, and budget notes for all Pact’s global projects for public and private donors. This position will also manage Pricing data and reporting. This position is under the general supervision of the Director for Pricing. This position is based in Washington, DC.

Key Responsibilities

  • Collaborates with different departments to ensure that budgets and budget notes provide a donor-oriented, high-quality pricing proposal and proper interface with our internal financial and accounting systems.
  • Develops and maintains cost proposal resource library (templates, guidance, policies, etc.). Develops, modifies, and customizes budget checklists and other templates to meet all internal and external cost/pricing requirements.
  • In coordination with Country Offices and other DC-based teams, gather and verify cost information for proposal budgets to ensure accuracy and quality.
  • Proofs and edits budget narratives to accompany the budget for review.
  • Manages all pricing data and reporting (in Salesforce, Mosaic, and Pricing Report), tracking and documenting submitted proposals, and recording win/loss notifications.
  • Conduct monthly reconciliations between the Pricing report and Salesforce to ensure consistent data on submissions, pipelines, and wins across the organization.
  • Has the ability to work independently and effectively on multiple proposal efforts toward achieving a fully compliant and competitive cost proposal.
  • When necessary, travel internationally to assist the proposal teams with budget preparation (understanding the activities to be undertaken on the project and the resources involved and collecting local data and quotes).
  • Schedule color reviews for cost proposals (Lime and Green Teams).
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment that the training has been completed.
  • Establishes and maintains positive working relationships with donors and Pact staff in DC and country offices.
  • All other duties as assigned.
 

Basic Requirements

  • Master’s degree with four (4) years work experience or bachelor’s degree with at least six (6+) years work experience
  • Excellent conceptual, oral, and written communication skills.
  • Proficiency in the English language is required (spoken and written). Proficiency in a second language is desirable.
  • Proficiency in MS Word, Excel, PowerPoint, and Outlook.

Preferred Qualifications

  • Proven experience working with major international donors and clients, including USAID, FCDO, USDOS, USDOL, CDC, Gates Foundation, etc.
  • Experience overseeing and coordinating with international field offices.
  • Working Knowledge of 2 CFR 200, 2 CFR 700, and 22 CFR 228, and the Federal Acquisition Regulations and AIDAR.
