Org. Setting and Reporting
This position is located in the Budget unit within the Financial Reporting and Performance Section. The incumbent will report directly to the Budget officer, under the overall supervision of the Chief, Finance Unit and Chief of Financial Resourcing and Performance Section.
Responsibilities
Strategic Resourcing and Stewardship • Assists with compiling and preparing relevant supporting documentation for cost estimates and budget proposals by engaging with the sections for inputs, where applicable and/or reviewing the information submitted; then compiling and submitting to the Budget officer for further review. • performs analysis to verify the variance explanations provided by the sections to ensure they are accurate. • Reviews budget submissions and resource requirements, engaging with responsible officials to seek further clarifications and modifications to their proposals. • Monitors extra-budgetary resources and cost plans to ensure compliance with established policies and procedures. • Prepares budget performance reports and analyze variances between approved budgets and actual expenditures. • Processes fund redeployment requests in accordance with the established procedures. • Records miscellaneous journal entries to record expenditure adjustments between ledgers and cost centers. • Monitors budget implementation in comparison with the approved budget to ensure they remain within authorized levels, bringing discrepancies to the supervisor’s attention for appropriate or corrective actions. • Advises and guides the review of current budget period commitments to ensure their validity, recommending carry forward or cancelation of invalid outstanding commitments. • Prepares budget analysis as and when required, including regular projections, and assistance with monitoring and management of the travel, individual contractor and consultant budgets, among other tasks. • With guidance from the immediate supervisor or Chief of Finance Unit, implements corrective actions in response to audits and other queries in adherence to UN Financial Rules and Regulations, Staff Rules, Administrative Instructions, Bulletins and Circulars. • Assists with reviewing submissions of resource requirements, engaging with responsible officials to seek further clarifications and modifications to their budget submissions. • Assists with compiling and preparing relevant supporting documentation for cost recovery cost plan. where applicable and/or reviewing the information submitted; then compiling and submitting to the Finance officer for further review. • Ensuring compliance with regulations and rules and established policies and procedures on cost recovery through monitoring of the revenue and costs recorded under cost recovery by fund center. Monitor consumption of the allotment issued under the cost recovery fund, monitor raising of sales orders by the service providers and liaise with the RSCE in processing the sales orders and issuance of the invoices to the customers. • Conduct reconciliations of customer accounts when required. Analyze complex and/or unusual accounting transactions in the customer accounts. Identify incoming bank transactions and liaise with the bank reconcilers to record receipts in the customer accounts • Assist in the year end closing activities, including preparation of financial statements ensuring compliance with International Public Sector Accounting Standards (IPSAS). Work Experience
A minimum of ten (10) years of experience in International Organizations or in the private sector in accounting, budgeting, and financial management or related areas is required. The minimum year of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French is required; and knowledge of English is desirable.
