This position is located in the Reimbursement Claims Management and Performance Section (RCMPS) within the Uniformed Capabilities Support Division (UCSD), of the Office of Supply Chain Management (OSCM) in the Department of Operational Support (DOS).

The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, the Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service.

UCSD serves as the single point of entry within the Secretariat for operational and policy matters relating to support and reimbursement to military and police contingents deployed to United Nations (UN) field operations. Reimbursement payments to contributing countries are one of the largest costs of United Nations peacekeeping. RCMPS is responsible for the calculations, analysis and processing of reimbursement to troop-and police-contributing countries on account of contingent personnel, major equipment and self-sustainment, as well as death and disability compensation for all uniformed personnel.

The incumbent reports to the Chief of RCMPS or the designated official.

Responsibilities

Within limits of delegated authority, the Finance & Budget Assistant will be responsible for the following duties:

Budget:
• Acts as Certifying Officer on behalf of and in the absence of programme mangers at offices outside Headquarters.
• Undertakes research and provides support to Finance and Budget Officers and other Senior Officers with respect to budget reviews, and/or other related reports of, and/or concerns raised from the relevant intergovernmental and expert bodies, especially on matters related to the status of reimbursements for troop-and-police-contributing countries (TCCs/PCCs).
• Provides input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
• Monitors budget implementation/expenditures and recommends reallocation/redeployment of funds as necessary, especially focusing on aspects related to equipment reimbursement costs.
• Reviews and raises requisitions for goods and services to ensure: (a) correct objects of expenditure have been charged, and (b) availability of funds.
• Assists in the preparation of budget performance submissions.
• Assists in the preparation/finalization of budget performance reports, analysing variances between approved budgets and actual expenditures for contingent-owned equipment and death and disability compensation.
• Co-ordinates with staff at Headquarters and in field operations on related issues during preparation of equipment reimbursement payments and budget estimates.
• Provides cost estimates and budget requirements in terms of contingent-owned equipment.

Claims:
• Reviews and analyses detailed reports and submissions in processing payments to individuals and troop-and-police-contributing countries, with respect to death and disability compensation and reimbursement of contingent-owned equipment and letters-of-assist claims.
• Provides assistance to troop- and police-contributing countries on issues pertaining to equipment reimbursement frameworks and death and disability compensation matters to relevant field operations.

Treasury:
• Notifies payees of status of payments – follows up on audit recommendations on payments/reimbursements.
• Reviews inter and intra-unit payments and other reimbursement transaction processes with the aim to optimise workflow and customer orientation.
• Files and archives payments/reimbursements as required.

General:
• Keeps up to date on documents/reports/guidelines that have a bearing on matters related to peacekeeping budgets, and the responsibility of the role, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
• Drafts or prepares correspondence to respond to enquiries with respect to relevant financial and budget matters.
• Provides guidance, training and daily supervision to other general service staff in the area of responsibility.
• Performs other related duties, as assigned.

Education

High school diploma or equivalent is required.

Work Experience

• A minimum of ten years of progressively responsible experience in finance, budget, accounting, business administration or related area is required.

• Experience in an international organizational setting and in the application of policies, financial rules and regulations in a regulated environment is required.

• Experience in the use of accounting and enterprise financial systems is required.

• Experience in the use of data analytics or related area is desirable.

• Experience in the processing of complex claims based on negotiated agreements is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
