Org. Setting and Reporting
This position is located in the Finance Section, Financial Resources Management Service (FRMS), Division of Administration, United Nations Office at Geneva. The incumbent reports to the Chief of Finance Section.
Responsibilities
Under the supervision of the Chief of Section, the incumbent will be responsible for the following duties:
RISK MANAGEMENT AND INTERNAL CONTROLS
• Provides support to the coordination of all audit missions done at UNOG (Board of Auditors and Offices of Internal Oversight) as well as to the follow up of all audit recommendations.
• Assists with recurrent Enterprise Risk Management (ERM) and internal controls activities (such as Statement of Internal Controls-SIC) carried out by FRMS for the entire Division of Administration. Provides support in ensuring the Delegation of authority framework is accurately implemented within the Division of Administration and acts as primary focal point in relation to the provision of Umoja roles and other IT related issues for the Service.
• Provides support to the Financial Functional approver.
FINANCIAL PROJECTS
• Through monitoring and analysis, provides support in the development, implementation, and evaluation of assigned programs/projects.
• Undertakes research, reviews, and analysis of business processes, and provides support to the comprehensive integration of financial and operational aspects of major resource reviews, requirements, and the development of efficiency measures with the objective of providing better services to the clients.
• Provides support to the Chief of Section in facilitating workshops and other interactive sessions to clients but also colleagues, undertaking research, analysis and the presentation of information gathered from diverse sources (I-Need, Umoja), leveraging data analytics and visualization tools e.g., Power Bl (or similar), PowerPoint (or similar).
BUDGET
• Assists managers in the elaboration of resource requirements for budget submissions / Monitors budgetary resources, including the monitoring of allotments, staffing levels and entitlements, analysis of budget implementation/expenditures and obligations to determine pattern of expenditures, recommending reallocation of funds as necessary, ensuring appropriate submission of the supply chain plan and recording of expenditures (reviewing requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds), reviewing agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
OTHERS
• Keeps up to date on documents/reports/guidelines that have a bearing on matters related to financial, risk and internal controls management and budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures, ensuring that regular updates are reflected on the related Iseek FRMS page.
• Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. proofreading of all outgoing correspondence or documents issued.
• Provides guidance, training, and daily supervision lo other general service staff in the area of responsibility.
• Performs other related duties. as assigned.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Relevant training in Entreprise Risk Management is desirable.
Relevant training in Internal Controls is desirable.
Work Experience
At least ten (10) years of experience in finance, budget, accounting, administrative services or related area is required. The minimum years of experience is reduced to eight (8) for candidates who possess a first-level university degree or higher.
At least five (5) years of experience processing financial transactions in an Enterprise Resource Planning System (ERP) is required.
Out of the 10 years’ experience, a minimum of five (5) years within the United Nations Common System or a similar international organization is desirable.
Experience in data analysis and using business intelligence tools are desirable.
Experience creating and maintaining collaboration platforms, such as Microsoft teams is desirable.
Experience in the use of the Delegation of Authority portal for the UN Common Service or a similar international organization is desirable.
Experience in the use of specific applications such as CRM (Ineed), dropal (Iseek), UE (supply chain planning tool), Unite Correspondence, is desirable.
Experience in management of Umoja roles or other ERP system is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
