The EIB, the European Union’s bank, is seeking to recruit for its Legal Directorate (JU), Operational Policy, Mandates and Non-EU Operations Department (OPS-POL), New Products and Operational Policy Division (NPP) at its headquarters in Luxembourg, a (Senior) Finance Lawyer*.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

Provide legal advice in respect of all areas within the scope of the Division.

The NPP Division deals with:

  • Contractual and operational policy including development of contractual standards and templates
  • Review of new policy and process proposals affecting the work of JU/OPS
  • Legal support for new product development and implementation
  • Legal work on operations in the area of new product transactions (for example green bonds, risk sharing)
  • Legal work on operations in the area of clean tech thematic finance (mainly venture debt type operations)

Operating Network

As a successful candidate, you will assist the Head of Division together with other lawyers, in providing legal support to the operational Directorates and carrying out work relating to tasks within the Division’s remit. You may also be requested to contribute to the transactional work of the New Product Unit which is part of the NPP Division. You will act under the direction of the Head of Division, in cooperation with the other lawyers of the Division and in accordance with the priorities established by the Head of Department.

Accountabilities

  • Contribute to the development and evolution of contractual and operational policy
  • For legal work on transactions: draft and negotiate legal documentation for the financing operations, provide legal support, finalise contracts, complete all related legal formalities and legal monitoring (including restructuring and other post-signature events), often with the assistance of external counsel
  • Contribute to the development of standard legal documentation for EIB operations and to the sharing of knowledge on legal documentation for the Bank’s products
  • Contribute to the implementation of new initiatives/mandates in EIB lending operations
  • Contribute, from a JU/OPS perspective, to the legal work on audits, evaluations, and regulatory matters
  • Represent JU/OPS internally e.g. in meetings, task forces, working groups
  • Procure the assistance of external counsel and other consultants in line with the Bank’s procurement policy, liaise and supervise their work
  • Conduct legal research and keep up to date with legal developments in legislation, regulations and jurisprudence, to maximise knowledge, develop new financial instruments and offer informed legal advice
  • Develop and maintain relationships with other directorates within the Bank and represent the EIB externally

Qualifications

  • University degree (minimum an equivalent to a Bachelor) in law, preferably at Master level
  • Professional legal qualification in either a common law or civil law jurisdiction (dual qualification will be an advantage)
  • At least 5 years of relevant experience preferably in the field of banking and finance acquired with a firm of international repute or the in-house department of a financial institution
  • Significant experience in the drafting and negotiation of finance documentation in English
  • Very good knowledge of standard computer tools
  • Excellent knowledge of written and spoken English and good knowledge of French(*). Proficiency in any other official EU language would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
