NAME OF THE POSITION: Senior Finance Manager, USAID’s Esho Shikhi Activity LOCATION: Dhaka, Bangladesh DEPARTMENT: Human Rights, Education, and Empowerment STATUS: Full Time REPORTS TO: Director of Finance and Administration Number of Position: 1 (one) TENTATIVE START DATE: 01 October 2023 POSITION SUMMARY: The senior finance manager will be responsible for overseeing financial management for the Esho Shikhi project. This includes timely processing of all payments, preparing financial reports, and making on-time submissions to the stakeholders. This position will also facilitate internal and external audits, establish, and manage effective, transparent, and auditable processes and procedures, and work with the DFA, senior accountants, and junior accountants to enforce accounting controls and procedures that ensure a high level of financial integrity in the program. This position reports to the DFA with regular coordination with the Regional Accountant in Manila and the Contracts Accountant at Head Office. He or she will supervise the senior accountant and junior accountant. Specific responsibilities include but are not limited to: Oversee the accounting for Esho Shikhi and ensure financial records are accurate, timely, and compliant with Winrock and U.S. government rules and regulations. Assist the DFA in the preparation of monthly financial projections, forecasts, accruals, budgets, and budget narratives. Prepare monthly bank reconciliations. Submit timely and accurate weekly and monthly financial and reconciliation reporting packages (FOV reports, bank statements, and bank reconciliations) to Winrock’s regional and home offices. Review and ensure updated QuickBooks, including day-to-day encoding and generation of vouchers, and generate monthly reports and transaction lists and schedules. Work closely with the senior and junior accountants. Ensure all the withholding taxes are deposited into the government treasury within the set deadlines. Ensure the submission of the VAT coupon report and taxation report to the relevant authority within the stipulated time. Help manage relations with banking institutions, Bangladesh revenue government agencies, etc. Prepare monthly wire requests as part of the monthly reporting package and submit them to DFA for his or her review and onward submission to the home office within the stipulated time. Ensure the preparation of monthly payroll in compliance with labor and tax laws in-country and other Winrock’s personnel policies and procedures. Assist in ensuring Esho Shikhi is compliant with donor and in-country rules and regulations and WI policies and procedures. Ensure timely processing of disbursements to staff, vendors, sub-contractors, grantees, beneficiaries, and consultants in compliance with Winrock policies and procedures, donor rules and regulations, and Bangladesh legal requirements. Ensure maintaining and updating the advance tracker system to ensure advances are settled in a timely manner. Lead in making payments to workshop and training participants through the mobile wallet payment system. Other tasks and duties as assigned. REQUIREMENTS AND QUALIFICATIONS: Education: A minimum of a bachelor’s degree (master’s preferred) in finance, accounting, management, or a relevant subject. Work Experience: Minimum of 6–8 years of experience working in finance and accounting on U.S. government-funded projects in Bangladesh. At least four years’ experience in team management. Skills: Demonstrated effective interpersonal skills, creative problem solving, conflict resolution, and ethical management skills. Exceptional organizational skills Fluency in written and oral English and Bengali Strong skills in spreadsheet software (Microsoft) Experience with QuickBooks Pro or similar accounting software Winrock is an equal opportunity employer.
