Our Work In Sierra Leone:

Partners In Health Sierra Leone LLC (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview
The Senior Finance Manager alongside their colleagues, is critical to the success of MCOE, driving excellent financial management, decision making and collaboration through partnership working with key stakeholders, and empowering the Finance and Operations Associate to do the same. This role will be responsible for regularly providing the Director of Finance, the Chief of Party (MCOE), and the MCOE Advisory Team with relevant information to facilitate decision-making, supporting the use of routine financial management processes and software, and building the capacity of the MCOE team in all financial planning and management processes.

 

Main Responsibilities
  • Develop a strong finance business partnering ethos and practice for the MCOE, which reflects a combination of insight, challenge, advice and support for key decision makers, alongside the provision of data and information to enhance their decision making.
  • Further grow the financial literacy of the MCOE Advisory Team and the broader MCOE Team, including the appropriate use of data to inform and improve long-term planning, in year forecasting and financial performance.
  • Oversee the work and responsibilities of the Finance and Operations Associate, MCOE.
  • Support the MCOE Pillar Leads to consider the financial and budgetary implications of their respective Pillar Plans, on both long- and short-term financial plans, and ensure these impacts are reflected within these financial plans as appropriate.
  • From a financial perspective, advise and support the MCOE Advisory Team to develop a consolidated picture of the individual Pillar Plans, leading to a fully costed MCOE Opening Plan.
  • Ensure that strategic level financial planning for the MCOE, both long and short term, is delivered efficiently and effectively in partnership with the Finance and Operations Associate and other MCOE colleagues.
  • Provide strategic level MCOE financial performance reporting to the MCOE Advisory Team and the PIH-Sierra Leone Executive Management Team on a basis that supports effective and timely decision making.
  • Ensure that the MCOE financial planning, financial management and financial reporting is aligned with the organization-wide financial planning, financial management and financial reporting, by closely working with the Financial Controller and the Director of Finance.
  • In close collaboration with the Financial Controller, ensure that financial literacy, engagement and financial controls are embedded in the day-to-day operations of MCOE.
  • Play an active part in systems strengthening and internal controls strengthening, led by the Director of Finance, and proactively share possible areas of strengthening with the Director of Finance.
  • Collaborate effectively with a wide range of staff (Finance, Grants, Operations, Clinical, Fundraising, and Project Managers) to maintain a unified financial framework for all workflows related to the MCOE.

 

Line Management Responsibilities:

  • Role model positive leadership behaviours, empowering, engaging and encouraging the Finance and Operations Associate to continue on their development journey, fostering a learning culture.
  • Through active and supportive supervision, ensure the Finance and Operations Associate successfully delivers on their responsibilities, in keeping with the Senior Finance Manager’s overall accountability for MCOE financial planning, analysis and reporting.
  • Support the Finance and Operations Associate to lead the MCOE annual budget development process, including mid-year budget modifications or partner budget revisions.
  • Support the Finance and Operations Associate to continue to develop the MCOE dashboard of key performance indicators and the financial analysis of expenditures vs. actuals for the monthly Task Force meetings.
  • Support the Finance and Operations Associate to continue to lead on fostering and nurturing strong relationships with key 3rd party financial bodies including banking institutions, the National Revenue Authority and the Ministry of Finance.
  • Support the Finance and Operations Associate to continue to lead on liaising effectively with partners and contractors to ensure alignment of budgets and financial projections.
  • Support the Finance and Operations Associate to prepare donor MCOE financial reports, ensuring the accuracy of the expenses posted across the different donors and funding sources.

Qualification and Experience
  • Master’s degree in Finance, Business Administration, or associated field preferred.
  • Bachelor’s degree in finance from an accredited college or university.
  • 10+ years progressively responsible finance experience, including project management.
  • Experience building financial models that include both capital projects and operating costs. Experience building financial models for construction projects preferred.
  • Demonstrated knowledge of not for profit accounting and financial reporting under IFRS and US GAAP.
  • Advanced Microsoft (MS) Excel skills; preferably experience with Serenic (MS Dynamics NAV), MS Office 365 Suite, Power BI, Vena.
  • Proven experience learning new systems, processes, and problem solving.
  • Excellent organization and attention to detail.
  • Team player and ability to establish strong relationships across a range of cultures, personalities, and competencies.
  • Experience in effectively communicating key data, including presentations to senior management, board or other outside partners
  • Interest in social justice and the cause of global health equity preferred.
