I. Job Summary
The purpose of Senior-Financial Planning Analysis and Reporting Specialist is to undertake County office wide financial planning, analysis, and reporting. While all other subunits of Finance focus on production of financial data, the position will assist Financial Planning, Analysis and Reporting Manager in oversighting data quality and undertaking of financial analysis and reporting for overall CO performance She/he is required to closely work with the FPAR Manager and provide assistance on the overall management of the CO multiyear budgeting exercise and financial viability analysis and reporting of the CO.
The position is also responsible for ensuring the accuracy and timeliness of books of records of the country office, including but not limited to: Trial Balance review; VAT analysis and reporting; ensuring right access to people soft; provision of technical backstopping service on this to Field Offices.
II. Responsibilities
Responsibility #1: Financial Planning, Analysis, and Reporting (40%)
- Assist in the FPAR Manager in multiyear analysis on CO Master Budget to ensure essential support services incurred to implement all projects and programs are budgeted and recovered effectively using the Shared Program Cost (SPC) method in compliance with donor rules and regulations and CARE SPC Policy.
- Assist in the budget development for new proposals and to ensure that SPC budgeting is completed as per the multiyear analysis on SPC.
- Assist FPAR Manager in the review of monthly FAR reports from SSC; ensure that all open items and issues in the report are timely addressed; provide complied feedback on Open items to other finance and grant team.
- Assist FPAR Manager in maintaining database on pricing/costs so that new proposal developments are supported with updated pricing information; produce costing standards for performance measurements and consistency of practices throughout the CO.
- Undertake monthly Trail Balance review so that the Co financial records and reports are genuine, timely reflected in donor reporting; risk of liabilities are timely managed; enhanced use accurate financial data is ensured.
- Assist FPAR Manager in the preparation of periodic Financial Reports to regulatory bodies (ASCO, AABE, regional governments, woreda administrations, etc.);
Job Responsibility # 2: Audit (20%)
- Assist FPAR Manager in the overall CO audits (not donor audits and reporting): CARE USA Financial Statement Audit, CARE USA USG Single Audit, Statutory Audit; provide financial information during the Process of such audits.
- Communicate sample documents for these audits to all concerned units in the CO; review and make sure that they fulfil the documentations requirements; assist FPAR Manager in the sharing of these documents to the Auditors for remote audits.
- Liaise with Internal Audit for follow up and timely closing of audit action items.
Job Responsibility #4: People Soft Management (20%)
- Handle requests for People Soft new users and/or modification requests. Initiates requests for new User IDs and/or modifications at People Soft
- Handles Quarterly User Verifications
- Assists the FPAR Manager in the month end and year end closing processes at People Soft.
- Orient new users on the basis functionality and user process at People Soft
- Submit and follow up on help desk requests to SSC Help Desk
Job Responsibility #5 VAT Reconciliation and Reporting (15%)
- Review of VAT related entries, reconciliation and reporting and tracking system of VAT
- Ensure the timely submission of VAT Refund requests and subsequent collection of VAT refunds.
Job Responsibility #5: Other (5%)
- Provide surge/TDY support to Field offices as required.
- Undertake other duties and responsibilities as assigned by FPAR Manager

Qualifications
- BA in finance/accounting or equivalent combination of education and work experience.
- 4 years of relevant experience with the first degree and 3 years of relevant experience plus post graduate degree in related experience and Supervisory skills is Mandatory.
- NGO experience is a plus
Desirable
- Very good skills in data analysis.
- A professional accounting qualification either CPA or ACCA preferred.
- Very good communication and presentation skills
- Well organized, ability to work independently, ability to act in a professional and ethical manner.
- Very good skills in computer applications, especially advanced use of excel for financial analysis, business intelligence and reporting.
