The EIB, the European Union’s bank, is seeking to recruit for its newly created Centre of Excellence, a (Senior) Financial Risk Application Engineer / Service Manager (CompatibL) – based in Poland*. This position will be part of Group Corporate Services Directorate – Group Digital Office (GCS-GDO) – Business Solutions Department (BSD)located in the EIB External Office in Warsaw, Poland.

This is a full-time temporary position at grade 5/6 in Warsaw, Poland. The term of the contract will be 4 years.

The EIB is embarking on a transformative journey from on-premise solutions to cloud-based service management. You’ll play a crucial role in redefining our Financial Risk Application IT landscape , working with state-of-the-art technologies and platforms like CompatibL. This role is an unique opportunity to be at the forefront of IT transformation of the EU Climate Bank, bringing your creativity to a better future of the EU and beyond.

Your mission? To play a key role in managing the full lifecycle of application development and support, develop and implement strategies for effective operation and support, and guiding the application’s migration towards the cloud and/or service-oriented relationship with the vendor including managing the service post-migration. You will coordinate the planning, execution, and operations with precision, to ensure optimal alignment with our digital strategy, developing the foundations of our cloud platform.

Operating Network

You will report directly to the Head of Department. You will work in close collaboration with various IT teams and internal stakeholders. As you will be based in Warsaw some business travel to the EIB Headquarters in Luxembourg is foreseen.

Accountabilities

  • Oversee daily IT operations in collaboration with the business stakeholders including vendors, ensuring high availability and optimal performance of critical applications
  • Provide comprehensive technical support and custom development, enhancing application functionality
  • Lead technical coordination in infrastructure projects, including the setup and configuration of containerized environments
  • Manage technical projects, ensuring effective coordination with business users and IT teams to deliver timely results
  • Ensure the CompatibL applications meet the high standards expected by Finance and Risk business users, focusing on efficiency and user satisfaction.
  • Continuously optimise the application system architecture, proposing scalable, resilient, and high-performance solutions
  • Establish and maintain SLAs, KPIs, and effective communication channels with vendors and/or managed services providers, ensuring service excellence
  • Proactively monitor service health, initiating rapid interventions to maintain or restore service quality
  • Drive the development and implementation of service strategies to improve customer experience and achieve service objectives
  • Foster strong relationships with vendors and service providers, ensuring collaborative and effective service management
  • Lead cloud migration strategies in collaboration with technical teams, ensuring robust, secure, and compliant cloud operations
  • Stay abreast of industry trends and standards in cloud and managed services, championing best practices across the organization

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in computer science or related disciplines
  • At least 5 years of experience in technical support / managing IT projects within a banking or finance with a strong understanding of application lifecycle
  • Experience with managing the full application lifecycle, including incident management, troubleshooting, and escalation prioritisation
  • Good knowledge of cloud principles. Experience with managing migrations to major public clouds would be an asset (AWS, Azure, or Google Cloud)
  • Good technical background in any of the scripting languages (Unix shell, Python, PL-SQL, JavaScript, PowerShell) and DBMS Systems (e.g. Oracle, Sybase, MongoDB)
  • Experience in conducting regular service reviews, collecting feedback, and making continuous improvements
  • Strong coordination and communication skills, with the ability to work transversally and manage vendor relationships effectively
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
