The Senior Gender Advisor will be Key Personnel on the anticipated USAID-funded Inclusive Development and Equitable Assistance (IDEA) activity. This 5-year Leader With Associates (LWA) award will respond to the needs and priorities of marginalized and underrepresented groups and/or people in vulnerable situations (MUGVPs) and communities of all diverse identities and experiences and build the capacity of organizations that serve MUGVPs to help them meet their goals. IDEA aims to: 1) respond to the needs and priorities of MUGVPs and communities of all diverse identities and experiences and 2) increase the knowledge and skills of civil society and other organizations that advance Inclusive Development so that these organizations are better positioned to meet their own priorities and contribute towards more equitable development outcomes overall.

 

The Senior Advisor will support and advise the Chief of Party (COP), and project and partner staff on activities that lead to a range of improved services for MUGVPs. The Senior Advisor will provide subject matter expertise and technical oversight to ensure successful implementation.

 

Location: United States (Washington, DC or another state in which CARE operates.) US work authorization is required for all US locations. Additional possible locations: Nairobi, Amman, Dhaka, Manila, Lilongwe, London.

Primary Responsibilities:

 

  • Responsible for the integration of gender consideration throughout the implementation of the activity, which will include providing support on the development and implementation of gender analyses, for the Leader and Associate Awards.
  • Develop strategies to advance gender equality and pursue gender as a key inclusive development issue as per the Gender Equality and Female Empowerment (GEFE) Policy and ADS 205. Lead development or adaptation of programming tools around GEFE and Sexual Orientation, Gender Identity, Expression, or Sex Characteristic (SOGIESC).
  • Ensure prioritization of gender as a cross-cutting theme throughout the activity.
  • Provide strategic leadership to design, plan, implement and evaluate activities across the project to transform harmful gender and social norms and behaviors.
  • Develop evidence-based inclusive development interventions and approaches and conduct training as needed for key project partners and staff.
  • Analyze and advise on gender-related programmatic and technical activities and strategies.
  • Lead development or adaptation of programming tools around gender and social norms response/services.
  • Establish and cultivate relationships with partners and government to ensure that gender and social accountability issues can be shared and addressed.
  • Collaborate with the measurement team to develop and use project monitoring and learning tools.
  • Prepare internal and external technical reports as needed.

Qualifications:

 

  • Master’s degree (or higher) in: Gender Studies, Development Studies, Social Sciences, Anthropology/Sociology, or other relevant fields (or equivalent combination of education and work experience in a relevant area)
  • Ten (10) years of professional experience in gender and social inclusion issues and implementation.
  • Practical experience in leading gender mainstreaming, intersection of gender and other marginalized identities and implementation of gender-sensitive projects and programs.
  • Experience in gender mainstreaming, analysis, research, designing gender policies, strategies, guidelines, and training manuals.
  • Strong understanding of the legal, political, social, and cultural factors that affect participation of individuals in the activity – including those with diverse sexual orientation, gender identity, gender expression, or sex characteristic (SOGIESC).
  • Substantial relevant experience working with marginalized and vulnerable groups.
  • Strong commitment to 1) proactively advocating for the rights and inclusion of marginalized, vulnerable groups 2) mainstreaming a feminist perspective as well as diversity and inclusion in development programming 3) applied, iterative and innovative technical learning.
  • Familiarity with key USAID policies including the Youth in Development Policy, LGBT Vision for Action, Disability Policy Paper, Collaborating, Learning and Adapting framework, gender equality policies and guidelines, and other relevant guidance documents.
  • Demonstrated skills in building and maintaining relationships with host governments, donors, other donor-funded projects, and stakeholders, including private sector stakeholders, local organizations, and partners.
  • English proficiency is required, and a second language is preferred. Strong oral and written communication skills.
  • Ability to travel globally as required.
