In Jordan, GGGI serves as an embedded strategic and technical advisor to the Government of Jordan, supporting the Ministry of Environment and other national institutions (line ministries, municipalities, and national finance institutions) with enhancing access to climate finance and achieving implementation of the Green Growth National Action Plan (GG-NAP) and Nationally Determined Contribution (NDCs). To achieve this objective, GGGI is currently implementing a technical assistance project in the area of sustainable green jobs in Jordan.
This “Creating sustainable green jobs for refugees and host communities through the green economy in Jordan” project aims to stimulate the creation of green jobs, particularly for Jordanian and refugee women and youth. GGGI is working in partnership with the Ministry of Environment and the Korean International Cooperation Agency (KOICA) to deliver the project during the period 2023-2026. The Ministry of Labour, as well as the local governments of four municipalities (Amman, Mafraq, Irbid, and Zarqa), are key implementation partners.
The project focuses on increasing the green employability of job seekers and supporting the creation of innovative sustainable environmental businesses. The project leverages Jordan’s growing entrepreneurship and innovation ecosystem to enhance access to green jobs and to environmental services. It is rolling out a comprehensive green employment skill training program and green business incubation and acceleration program, with anticipated long-term impacts on innovation, green enterprise development, and green job creation.
POSITION SUMMARY
Reporting directly to the Jordan GGGI Country Representative, the green jobs senior officer will lead the implementation of the “Creating sustainable green jobs for refugees and host communities through the green economy in Jordan” project. The position will encompass, leading the project team officers and intern, managing all project management tasks and processes (including but not limited to budget, expense, and donor reporting), and managing stakeholder engagement with project beneficiaries, government focal partners, and development partners in order to deliver the 3 outputs: 1) Generate evidence of the economic and environmental benefits of green employment; 2) Enhance job seekers’ employability in green sectors through skill development and increased climate change awareness; 3) Establish green business incubation & acceleration program for green entrepreneurs / green start-ups.
PURPOSE
The purpose of the Green Jobs Senior Officer position is to:
- Lead the implementation of the “Creating sustainable green jobs for refugees and host communities through the green economy in Jordan” project that supports the employability of job seekers, including women, youth, refugees, and host communities, as well as the growth and scaling of green startups and entrepreneurs in Jordan.
- Manage a team of internal and external experts, consultants, and implementation partners in support of job seekers’ employability, green jobs, and green entrepreneurship.
- Provide analytical and technical expertise, quality control on green employment and green business development, ensure that project activities align with international best practices, and support the scale-up of the project at the national level.
- Build and maintain relationships with stakeholders including the Jordan government and provide regular reports to showcase the project’s success to stakeholders.
- Monitor and evaluate the performance of the project team members, and act as a key point of technical advice and escalation for problem solving within the context of output delivery.
ENGAGEMENT
- Manage the day-to-day project activities together with the project team and report the process of the activities on a weekly basis.
- Engage/liaise with multi-stakeholders to deliver the project.
- Work with the consortium partners (Korean NGOs and local partners).
- Develop relationships and partnerships with development partners, investors (donors), and private sector entities involved in green jobs creation and entrepreneurship to facilitate the implementation of the project activities.
- Coordinate with other GGGI departments (HR, legal, procurement, etc) to ensure high-quality delivery within the rules and regulations of GGGI.
- Actively work with the country team and contribute towards the development of new project ideas, proposals, deliverables, knowledge products, and resource mobilization efforts.
DELIVERY
The Green Jobs Senior Officer will:
- Manage the development of a comprehensive, academically robust green employment assessment report.
- Oversee capacity development trainings on green employment targeting government counterparts.
- Develop a national action plan to enable a green employment environment by (a) identifying priorities in green sectors in Jordan, (b) developing intervention plans for the prioritized green sectors, and (c) developing short-term and long-term strategies for the implementation plans, and (d) validate the national action plan with the government counterparts.
- Coordinate the development of sector-level green skills frameworks, skills gap assessment report, a subsequent green employability skill training program.
- Deliver the skill training program to 1,000 women and youth (50% Refugees), including climate change awareness.
- Oversee the design and delivery of a training program for green entrepreneurs.
- Oversee the implementation of green businesses incubation & acceleration programs, as well as an online platform which should include training modules, advisory services, and green job postings.
- Support the preparation of the next phase of the project through proposal design, donor coordination, and resource mobilization.
- Deliver any other representational and programmatic assignment as instructed by the Country Representative as relevant for GGGI Jordan operations.
REQUIREMENTS
QUALIFICATIONS
The ideal candidate for the position of Green Jobs Senior Officer in Jordan should demonstrate the following qualifications:
- Advanced degree in economics, business administration, entrepreneurship, sustainable development, or a related field.
- At least 7 years of relevant professional experience related to international development project management, training program design and delivery, policy research & development, economics, entrepreneurship, business incubation & acceleration programs.
- At least two years of international work experience: living and working outside of home country; ability to work in multicultural environment.
- Understanding of the challenges and opportunities faced by job seekers, green startups and entrepreneurs and the refugee situation in the region.
- Demonstrated experience in designing and implementing programs that support employability, entrepreneurship, innovation, including experience in providing technical assistance and mentorship to job seekers, entrepreneurs in Jordan or developing country contexts.
- Proven ability to build and maintain relationships with stakeholders, including job seekers, vulnerable people, entrepreneurs, investors (donors), private sector, government agencies, development partners, and civil society organizations.
- Track record in the design of analytical reports
- Proven experience in green investment mobilization will be an asset.
- Excellent communication and interpersonal skills, with the ability to work effectively with a diverse range of stakeholders.
- Outstanding written and spoken skills in English is an absolute requirement.
- Applications from Korean nationals are strongly encouraged.

WORKING CONDITIONS
- The Green Jobs Senior Officer is an X9 international grade level in GGGI’s international salary scale. Determination of base salary is subject to candidate’s experience, academic background and internal equity.
- GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
