The EIB, the European Union’s bank is seeking to recruit for its Human Resources Directorate (HR), HR Business Partnering Division (HRBP) at its headquarters in Luxembourg, a (Senior) HR Business Partner*.

This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

As a (Senior) Human Resources Business Partner, you will provide comprehensive HR advice and services in line with clients’ businesses HR objectives, developing and maintaining relationships with staff and management team, being the link between the assigned directorate(s) and HR and leveraging on knowledge of HR centres of expertise.

In this role, you will advise the covered Directorate(s) in building organization and people capability, in shaping and implementing HR strategies and HR activities, and deliver value-added HR services to management and employees, reflecting the business objectives of the Directorate(s).

As a (Senior) Human Resources Business Partner, you will be supporting HR Centres of Expertise providing business context and contributing to HR policies and processes.

Operating Network

As a (Senior) Human Resources Business Partner, you will report to the Head of Division, managing clients’ needs while implementing HR policies and processes, using sound judgment in dealing with sensitive cases, anticipating needs for changes and potential challenges. You will be closely collaborating with all managers of respective Directorate and will be supporting the management team. As a (Senior) Human Resources Business Partner, you will proactively be managing relationships between HR and the Directorate on people topics and will be collaborating with HR actors that sit within the clients’ Directorates.

Accountabilities

Align business needs and HR strategies and policies by mutually integrating business and HR agenda in order to contribute to the successful development and consistent implementation of new initiatives and continuous improvement of HR strategies and policies:

  • Translate business strategy (objectives, projects etc.) into HR objectives and actions and implement the change for a large Directorate
  • Bring in a wide range of HR tools and interventions to support change and adapt them to the specific needs and objectives within the Directorate in alignment with the application of general HR strategies and policies throughout the Directorate concerned and the Bank
  • Identify needs for new HR initiatives in the Directorate and advocate these within Personnel
  • Cascade down the implementation of group HR strategy and processes into business adapted HR work
  • Ensure the implementation and application of agreed upon EIB HR policies and programs
  • Contribute to the business strategy development as HR specialist within Directorates

Drive the reliability and consistency of HR procedures throughout the bank in order to create a smooth execution of the HR process in the business reality of the Bank supporting the achievement of the Bank’s mission and goals:

  • Facilitate HR cycle processes within the Directorate (e. g. ARP, Performance Management, Learning Needs Analysis, Talent Review, etc)
  • Ensure the alignment of HR core processes with business needs and identify new opportunities where HR can add value
  • Work in collaboration with Employee Relations to ensure effective management of specific/legal situations
  • Follow-up with the Recruitment team to ensure that recruitment activities progress in a timely manner
  • Work with Learning & Development and Talent Management teams to develop, implement and manage development plans and learning needs of staff members to meet the overall strategy of the business
  • Ensure readiness of Directorates to run HR core processes by providing information, giving advice and supporting the managerial role
  • Ensure compliance with HR policies in the Directorates

Strengthen and develop the managerial capacity across the organisation by:

  • Supporting and guiding managers on all levels to fulfil their managerial task of managing people
  • Advising and supporting managers to solve critical individual HR cases, when needed referring to the necessary content matter experts
  • Driving and accompanying the development of individual management skills and individually advice managers in achieving their goals on people and leadership topics
  • Proactively supporting the management of the respective people portfolio of managers

Provide HR advice to all levels of staff within the covered Directorate(s):

  • Act as 1st point of contact for staff members
  • Advise staff members on career development and trainings supporting them in reaching their full potential within the Bank

Build positive relationships and enhance communication between HR and the Directorates

  • Build up positive relationships with DGs and the management teams
  • Ensure the increase of the understanding of business needs in the HR Directorate and vice versa
  • Maintain up-to-date knowledge of HR issues in business areas and best practices
  • Proactively engage managers in EIB’s people vision and strategy

Coordinate activities of other HR actors in the directorate in order to align processes and approach.

Participate in HR Transversal projects

Coach and share knowledge with junior HRBP

Supervise the work of HR Service Partner

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in HR related topics
  • 8 – 10 years working experience in Human Resources and minimum of 4 years working experience as HR Business Partner, or HR generalist role, or a variety of specialist roles
  • Preferably several years of experience in banking/finance, IFI and/or experience in complex and changing organizations
  • Experience with organizational change management and the implementation of a range of HR interventions
  • Ability to quickly establish strong working relationships with senior stakeholders
  • Strong negotiation, influencing and conflict resolution skills
  • Excellent interpersonal and customer service skills/mindset
  • Experience in managing complex employee relations issues
  • Excellent knowledge of English and/or French (*) with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
