Org. Setting and Reporting

The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 250 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). This position is based in New York and is located in the Human Resources Team (HRT), Business Support Services Unit (BSSU) of the United Nations Joint Staff Pension Fund-Pension Administration. The incumbent reports to the Human Resources Officer in HRT BSSU.

Responsibilities

Within delegated authority, the Senior Human Resources Assistant will be responsible for the following duties:

Administration of entitlements:
• Supervise and support maintenance of Umoja entitlements reference tables
• Review and process data pertaining to conditions of service
• Review and process requests for entitlements and exceptions to the Staff Rules and Regulations concerning travel entitlements, currency of payment of emoluments, and rental subsidy
• Monitor issues on conditions of service of staff and advise the supervisor of any developments

Recruitment and placement:
• Assist in the filling of posts, including initiating and following up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments
• Provide input into policy development for the HR policies of staff in the General Service and related categories
• Oversee the maintenance of vacancy announcement files and tracking status of vacancy announcements
• Review and process personnel actions through Umoja
• Advise staff on visa matters

Staff development and career support training:
• Assist in the development of career development programmes
• Assist in the organization and conduct of training courses and workshops

Classification:
• Assist in reviewing and processing requests for classification
• Provide advice and answers general queries on classification procedures and processes
• Assist in providing documentation and background materials relating to classification appeals

General:
• Supervise the maintenance of automated databases and the centralized reference and filing systems
• Undertake research on a range of HR-related issues and prepares notes/reports
• Conduct research on precedents, policy rulings and procedures
• Supervise compilation and preparation of statistical reports on HR-related issues
• Assist in the preparation of information circulars for HR-related issues
• Conduct exit interviews for separating staff and assist him/her in final arrangements
• Provide general office support services; process, draft, edit, proofread and finalize for signature/approval a variety of correspondence and other communications; perform budget preparation input monitoring and implementation in Umoja, etc.; set up and maintain files/records (electronic and paper); schedule appointments/meetings, monitor deadlines, etc.
• Prepare written response to queries concerning HR-related matters
• Train and provide supervision to new and lower-level staff in the Unit
• Perform other duties as required

Education

High school diploma or equivalent. Certification as an Umoja HR Partner is desirable.

Work Experience

A minimum of ten years of experience in human resources management or administrative services is required.

At least five years of experience in the application of the United Nations common system HR Regulations and Rules is required.

At least five years of HR Partner experience in an ERP system is required.

Relevant experience in a pension institution is desirable.

A minimum of one year of experience in data analytics or a related area is desirable.

Experience as an HR partner mentor is desirable.

Languages

English and French are the working languages of the United Nations Joint Staff Pension Fund. For the post advertised, fluency in English is required. Knowledge of another official language of the United Nations is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

• The United Nations Joint Staff Pension Fund (UNJSPF or the Fund) is an inter-agency body established by the General Assembly in 1949. The Pension Fund pays benefits in 17 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 130,000 participants who work in the 25 member organizations of the Pension Fund.

• This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. • Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
