This position is located centrally in the Travel and Transportation Section (TTS), Facilities and Commercial Activities Services (FCAS), Division of Administration (DOA), Department of Operational Support (DOS).

The Department of Operational Support (DOS) provides operational support to UN Secretariat entities globally, including advisory, operational and transactional support services and, where needed, exercises delegated authority on behalf of clients. DOS supports the entire UN Secretariat, consisting of almost 100 entities located around the globe.

The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration.

The Travel and Transportation Section provides travel and transportation services at UN Headquarters (travel, shipments management, UN travel documents (e-UNLP & UN Certificates), visas and host country services, local transportation, materials management and UNHQ garage operations.

The incumbent reports to the Information Systems Officer under the general guidance of the Chief of the Travel and Transportation Section.

Responsibilities

Under the direct supervision of the Information System Officer, the Information Systems Assistant will be responsible for the following duties:

• Provides support for computer information systems, databases and applications used in TTS Travel Document Programme for issuance of electronic United Nations Laissez-Passer and other travel documents.; performs complex troubleshooting for various applications.
• Participates in the development, programming, testing, debugging and implementation of new computer application systems releases, modules and functionalities; conducts version management.
• Designs and develops computer application systems and programs both internal and client facing for the enrollment, issuance and lifecycle management of UN Travel Documents, typically using more than one programming language as well as UN established standards for IT technologies and tools.
• Ensures systems in use are in compliance with International Civil Aviation (ICAO) standards governing the issuance of internationally recognized travel documents; monitors applications systems using appropriate monitoring tools and produces monitoring reports. Manages service interaction with vendor support and ensures their compliance with contractual SLAs.
• Manages, designs, creates, produces and maintains technical documentation for relevant computer application systems and products; manages and administers changes to technical documentation in accordance with prevailing change management and operation procedures.
• Assists in developing/refining support and operations procedures for relevant computer applications systems, including programming requirements and recommendations to users and client entities for the programming interfaces.
• Serves as team leader in projects dealing with the planning, specification, design, development, implementation and maintenance of computer application systems; liaises with internal and external users to define and specify requirements; coordinates activities with internal hosting services, external vendors and desktop support staff in multiple duty stations; builds, tests and modifies prototype computer application systems; plans and directs installation and maintenance of computer applications systems in user offices.
• Contributes to feasibility studies, systems analysis, market research, design, development, implementation and evaluation and testing of computer application systems improvements and new computer application systems.
• Assists in the identification of user computer application system’s needs, including business process and document workflow analysis, organization and maintenance of data repositories; identifies classification schema, retention and archival procedures; designs and develops workflow systems; conducts research on document/information/knowledge management computer applications’ tools, procedures and standards.
• Provides support on internally developed and third-party computer application systems development matters, including security and data backup and recovery.
• Drafts correspondence and communications; including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
• Keeps abreast of developments in the field; conducts research on new technologies in electronic travel documents issuance; performs benchmarking and proposes new acquisitions; assists in the implementation of new technologies.
• Provides guidance and training to new/junior staff; plans day-to-day work and supervises consultants, interns and vendor support staff as required.
• Performs other related duties as required.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of ten years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required. The minimum years of relevant experience is reduced to eight years for candidates who possess a first-level university degree or higher.

Experience in .NET programming is required.

Experience in Cryptographic protocols is required.

Experience administering physical and virtual servers is required.

Experience with ePassport PKI international standards is desirable.

Experience with RESTful interfaces is desirable.

Experience with Azure AD is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment
