Organizational Setting
The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.
The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.
Operations Divisions, and the Office for Verification in Iran, perform and document safeguards verification activities and conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. These teams implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.
Main Purpose
As part of the management team of the Section and reporting to the Section Head, the Senior Inspector ensures that safeguards activities are conducted effectively and efficiently in accordance with the relevant safeguards agreements and additional protocols with States and that all necessary administrative and technical support and the required human and financial resources and equipment are available to all staff of the Division, to allow them to perform their respective safeguards activities in an effective and efficient manner. He/she also assists the management team of the Division to implement the Departmental quality management programme in view of a continuous technical and administrative process improvement.
Role
The Senior Inspector is:
(1) a management team member, providing Section staff with leadership, guidance and advice based on technical and administrative expertise;
(2) a substantive expert contributor and adviser to the Section Head and the Division Director on the analysis, evaluation and interpretation of safeguards relevant data for the purpose of planning and implementing safeguards activities and drawing safeguards conclusions;
(3) a Divisional resource coordinator, contributing to programme and budget planning, monitoring the Division’s present expenditures against approved budget and financial plans and ensuring that the future resource requirements of the Operations Sections are met;
(4) an experienced safeguards inspector, providing support to the Division’s Operations Sections in the preparation of the Safeguards Implementation Report and participating in negotiation teams and technical working group meetings on safeguards related matters;
(5) a Divisional quality management coordinator, monitoring all actions taken that relate to the implementation of the Departmental quality management programme for technical and administrative process improvement
Functions / Key Results Expected
The assignment of Senior Inspector covers a broad spectrum of nuclear safeguards issues and requires a thorough understanding of the nuclear fuel cycle, safeguards technologies and policies, and the underlying administrative standards, procedures and rules. In addition, it includes comprehensive managerial responsibilities. Senior Inspectors will be assigned a specific focus in one of three areas: implementation, state level coordination, or divisional coordination. Duties include:
Ensure that facility and site safeguards approaches are prepared and remain up to date. Plan inspection activities in accordance with safeguards implementation requirements. Reviews and develops proposals for verification activities and the development of State level safeguards approaches.
Prepare, in cooperation with other Senior Inspectors, annual implementation plans for States in the Section. Monitor their implementation, and update them if necessary in accordance with the State-level safeguards approach, to ensure that adequate activities are conducted to draw and maintain the safeguards conclusion for each State.
Prepare for, and participate in, inspections, complementary accesses and design information verifications on a limited basis. Coordinate actions for the identification and resolution of anomalies as necessary.
In cooperation with the Section Head, supervise the Section’s human resources with regard to the processes for which he/she is responsible in a matrix management structure performing . Perform supervisory functions in this a matrix management environment and carrying out tasks assigned by the Section Head.
Organize and participate in negotiation meetings with regional/State authorities. Represent the Section/Division in Department meetings, working groups and other assignments as required.
Identify the training and development needs of Section staff and monitor the implementation thereof (e.g. in safeguards verification methods). Guide and support on-the-job training for Section staff.
Provide the lead technical advice regarding equipment, financial and human resources planning for the Section/Division. Assess and plan budget and procurement needs for the Section/Division and map future resource requirements.
Lead work to ensure that existing policies, processes and procedures related to safeguards implementation are continuously adapted to take into account the latest requirements/developments. Ensure the effective and efficient implementation and evaluation of safeguards activities at nuclear facilities, sites and locations in cooperation with relevant officers in accordance with Divisional practices, liaising with support Divisions as required
Facilitate and lead change management initiatives anticipating needs, fostering innovation and dedicating the appropriate resources and monitoring implementation.
Lead work within the Section/Division to compile information needed for the Safeguards Implementation Report (SIR) and the IAEA’s Annual Report.
If requested by the Section Head or Divisional Director, the Senior Inspector may also act as the Divisional Quality Manager and / or Divisional Radiation Protection Officer (ensuring that activities are carried out safely in accordance with the provisions of the IAEAs Radiation Safety Regulations (RSR-RPO.01-06.2007) and any applicable national legal provisions and regulations).
The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA’s Radiation Safety Regulations.

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 53691*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
