The EIB, the European Union’s bank, is seeking to recruit for its Secretariat General (SG),Shareholders Relationships and Institutional Matters Department (SR&IM), Institutional Representation Division (IRD), External Offices Unit (EO) located in the EIB External Office in Madrid, Spain, a (Senior) Institutional Affairs Officer*.

This is a full time temporary position at grade 5/6 in Spain.

The term of this contract will be 3 years.

Purpose

You will provide expert advice to the Head of the Office, senior management and other services of the EIB Group on strategic matters, including interinstitutional cooperation, in order to contribute to the objectives of the group in terms of policy and investments.

Operating Network

You will be reporting to the Head of the EIB Group Office in Spain. As the (Senior) Institutional Affairs Officer, you actively network and collaborate with colleagues within SG and services across the EIB Group, as well as with key external stakeholders such as the EU Commission, international financial institutions, external experts, and other relevant counterparts.

You will be expected to be highly adaptable and flexible to changes in the organisation, team composition and the content of work, and to step-in and out of assignments as needed.

Accountabilities

  • Independently and pro-actively identify relevant political, institutional, operational, financial and regulatory developments, assessing their impact to the Bank or the EIB Group’s strategy
  • Provide expert advice on relevant matters, combining solid reasoning with an understanding of the overall Bank’s corporate, institutional and political framework;
  • Make proposals regarding policy orientations or relationships with other national or European institutions;
  • Perform analyses of proposals and actions by the Bank’s services;
  • Participating in working groups, task forces or similar fora;
  • Assist the Head of the EIB Group Office in Spain and operational teams in the implementation and monitoring of relevant corporate initiatives and action plans (i.e. strategic coordination of Financial Instruments, support the Implementation of the Resilience and Reconstruction Facility (RRF), enhance the use of InvestEU, support development of New Financial Instruments, Support Projects Aligned with the Multiannual Financial Framework (MFF).
  • Enhance internal and external network of contacts in relevant areas, to support internal EIB discussions, collaboration and decision-making process, as well external dialogue with stakeholders.
  • Develop meaningful strategies and manage projects and initiatives assigned by SG and EIB Group senior management;
  • Ensure effective communication and internal cooperation within the department, across SG and with other services in the EIB Group;
  • Contribute to the drafting of various documents such as briefing materials, memoranda, presentations and notes for senior management.

Qualifications

  • University degree (minimum equivalent to a Master) in business administration, economics, finance, law, political science or related fields;
  • 8 years of relevant professional experience, of which 5 years preferably in relevant roles with a European or international organisation;
  • Strong knowledge of EU economic policies, financial instruments, and RRF (particularly the RRF mandate in Spain) and MFF.
  • Experience working with EU financial tools such as InvestEU, the RRF, and cohesion funds.
  • Solid understanding of Spanish markets, local institutions and local stakeholders.
  • Solid knowledge of EU regulatory frameworks and macroeconomic governance.
  • Proven ability to work with large-scale financial institutions or investment projects, preferably with exposure to EIB or similar entities.
  • Previous exposure to senior management in the context of presenting objectives, processes or strategy would be an advantage
  • Excellent knowledge of Spanish and English, and good command of French(**). Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
