The EIB, the European Union’s bank, is seeking to recruit for its Projects Directorate (PJ), Sustainability & Quality Management Department (SQM), Coordination, Accountability & Procedures Division (CARES) at its headquarters in Luxembourg, a (Senior) Internal Communication Officer*.

This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

The Projects Directorate (PJ) appraises and monitors projects, assessing their economic, environmental, social and technical sustainability and their compliance with EU and EIB sector policies. It also provides advice to promoters on the preparation and implementation of projects, either directly or through external consultants. The EIB aims to add value by enhancing the environmental and social sustainability of all the projects that it is financing and all such projects must comply with the environmental and social requirements of the Bank.

The CARES (Coordination, Accountability and Procedures) division in PJ has a key co-ordination role between PJ and other parts of the Bank, as well as with the European Commission. It co-ordinates with the Bank’s control, compliance and accountability functions for PJ matters, handles PJ procedures and PJ internal communication, and manages the Article 19 consultation with the European Commission.

Purpose

As a (Senior) Internal Communication Officer you will autonomously lead, plan and deliver the internal communication activities in PJ and disseminate PJ content to the wider Bank audience, in co-operation with the Communication department (SG/COM), in particular the Internal Communication Team, and other operational directorates as appropriate.

Operating Network

The successful candidate will report to the Head of the CARES Division but will carry out internal communication tasks proactively and autonomously. S/he will work closely with PJ’s Director Generals. S/he will work in close contact with all parts of the Projects Directorate as well as with other Directorates in the Bank.

Accountabilities

  • Lead, plan and implement the internal communication strategy for PJ;
  • Ensure all internal communications activities, events and news are integrated and connected across available platforms;
  • Lead the PJ Internal Communication Working Group;
  • Create content (articles, newsletters, videos, etc.) of high quality and interest utilising appropriate materials and channels for internal PJ communication and/or as part of wider Bank initiatives led by the Communication department or in co-operation with other Directorates;
  • Monitor and analyse the effectiveness of PJ’s internal communication channels including the traffic on PJ intranet pages to benchmark and adjust/improve internal communication activities;
  • Be responsible for the structure, format and maintenance of PJ’s Intranet pages. Monitor and ensure that the content is relevant and up to date and that it adheres to the Bank’s Intranet and corporate branding policies;
  • Lead the PJ Intranet editors Working Group, and train and help PJ editors and content owners;
  • Serve as PJ Intranet Co-ordinator, coordinating closely with the Communication department (SG/COM) and liaising as needed with other entities in the Bank involved with Intranet development;
  • Work with SG/COM and other directorates to deliver internal strategies, plans and campaigns to meet corporate and project needs. Facilitate the information exchange within the Bank and contribute to the implementation of communication strategies and the achievement of communication objectives;
  • Review, develop and draft procedures and guidance relating to internal communication in PJ and to the PJ Intranet, ensuring that they are up to date and aligned with all relevant Bank policies;
  • Provide awareness sessions and trainings to PJ colleagues as appropriate.

Qualifications

  • University degree (minimum an equivalent to a Bachelor degree) in a relevant domain, typically in the field of communication;
  • At least 5 years of relevant professional experience of strategic internal, corporate or executive communications preferably in a large organisation setting;
  • Excellent writing and verbal communications skills;
  • Hands-on experience in designing and implementing change communication plans and proven ability to cooperate and advise stakeholders, in particular management;
  • Extensive experience in developing and delivering internal communication via a variety of channels, including newsletters, emails, intranet, video, online and other interactive content forms would be a clear advantage;
  • Experience in using design packages would be a clear advantage;
  • Experience with the intranet software Interact would be an advantage;
  • Experience with technical communication would be an advantage;
  • Excellent knowledge of English and/or French (*), with a good command of the other.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
