Senior Investment Officer

INTRODUCTION TO GGGI

Investment and Policy Solutions Division (IPSD) in within GGGI is a group of “Global Practices (GPs)” and “Communities of Practices (CoPs)” aligned with the Programmatic Solutions and Global Operational Priorities (GOP) of Green Investments (GOP 1), Climate Action (GOP 2) and Poverty Eradication and Gender Equality (GOP 5) set forth in GGGI’s 2030 Strategic Framework. Green Growth Planning and Implementation (GGPI) is the primary operational division made up of regional units. The IPSD plays a cross-cutting role primarily managing the programmatic CoPs and the GPs which will lead the strategic development in key areas of GGGI engagement. GPs are responsible for GGGI’s strategic development and global results in areas such as Green Investments, Climate Action, and Gender Equality, providing services such as capacity building, tool development, and business development whereas CoPs comprises thematic experts who offer specialized advice and support in areas aligned with specific GOPs, focusing on project review, technical guidance, and strategic partnership development.

Green Investment Services (GIS) Global Practice (GP) is a specialized practice area based in the IPSD, at GGGI’s Seoul headquarters works with programs and projects in countries, in close coordination with GIS regional investment leads based in Asia, Africa, Latin America and in the Pacific by:

  • Providing technical and financial know-how through advice to country programs in the areas aligned with GGGI’s Strategy 2030 and GGGI’s two main investment workstreams: 1) infrastructure finance which projects. direct allocation of funds into ongoing projects, including direct debts, equities, and project-specific risk management tools like guarantees, and 2) sustainable finance which focuses on creating structured financial pools and products to accumulate funds for sustainable infrastructure projects;
  • Working with GGGI Country Teams on the development of service offerings in GGGI’s programmatic solution areas, investment workstreams, and related delivery approaches;
  • Developing new investment approaches, practice areas and programs based on the needs of the GGGI member and partner countries;
  • Transforming experiences from country engagements and international networks into sub-regional knowledge sharing and national capacity building programs;
  • Managing and developing knowledge products, publications, and GGGI’s involvement in networks like the Green Growth Knowledge Platform to enhance the knowledge base and corporate communications.

The GIS GP spearheads many of GGGI’s Global Programs, which are multi-country, multi-year initiatives aimed at amplifying investment in country programs through replicable models of success in strategic, solution-focused areas:

  • Scaling-up investment mobilization results through replication of key solution areas that are key for delivering green infrastructure and climate goals,
  • GGGI branding in frontier solution areas,
  • Developing and sharing of knowledge and skills within the region and across the region, and
  • Enabling solution-focused resource mobilization.

The GIS GP expects to expand its technical capacity and broaden its intellectual base by hiring a focal person for program development and integrated delivery, particularly on bankable projects, financial instruments, and blended finance facilities.

 

POSITION SUMMARY

The Senior Investment Officer, under the guidance of Director of GIS, leads the development of the business case, investment documentation, identify and analyze project opportunities, competitive strengths, and weaknesses of projects (and their sponsors), financial instruments, and new practice areas.

PURPOSE

The Senior Investment Officer as part of GIS Global Practice will support GIS HQ operations including in the scoping, analysis, and implementation of green investment project under various GGGI global programs. The Senior Investment Officer is expected, upon identification of new project opportunities in countries, perform all requisite analysis for the (1) development of project concept, (2) design of financing mechanism, (3) identification and engagement of potential financiers, and (4) presentation of investment and policy recommendations to partner countries/government agencies.

ENGAGEMENT

The Senior Investment Officer provides salient and clear analysis to support green investment projects in multiple countries through collaboration with country teams, in-house and external experts/organizations. The Senior Investment Officer provides technical advice and guidance to other staff members and prepares analytical inputs for capacity building of internal staff and government officials in green investment project design, preparation, and implementation. The Senior Investment Officer plays a critical role in building, maintaining, and strengthening partnerships with government counterparts and international/local stakeholders in the public and private sectors.

DELIVERY

The Senior Investment Officer supports the deal team to manage and deliver on green investment projects. Specifically, the Senior Investment Officer shall, among others:

  • Conduct all requisite analysis for the successful development of new green investment projects, drawn from GGGI global programs and GGGI’s country programs, based on country needs, gaps, GGGI’s strategy and strengths;
  • Provide analytical support in the identification and development of relevant financing mechanism and risk reduction instruments for identified projects;
  • Conduct (pre) feasibility assessment of green investment/infrastructure projects and programs engaging all relevant stakeholders;
  • Perform financial, economic, and regulatory analysis throughout project concept and design stages in collaboration with the country teams and government counterparts; ensure that the project to progresses to implementation/financing stage;
  • Initiate, maintain, strengthen relationships with senior officials in governments and international/local stakeholders and institutions (ex. MDB, development agencies) in the public and private sectors; build new collaboration framework with international partners (country or global-level);
  • Develop and disseminate capacity development and knowledge sharing products in the field of green investment project design and preparation;
  • Provide technical advice to other staff and government counterparts on green investment projects and programs;
  • Review new green investment projects and ideas proposed by other GGGI project teams.

REQUIREMENTS

QUALIFICATIONS

  • Advanced university degree in areas such as finance, business administration, international business or economics with further financial / economics training.
  • Substantive relevant experience (at least 5-7 years), with sound understanding of climate & green finance.
  • At least two years of international experience – living and working outside of home country. Candidates that don’t fulfill this requirement can be considered for a national salary grade position.
  • Experience with international climate finance institutions, particularly technical aspects of mitigation and adaptation activities. Hands-on investment and project management experience in a consulting firm, multilateral Bank, or financial institution is desirable.
  • Ability to efficiently manage a large number of activities simultaneously and to navigate through complex environments.
  • Experience in establishing structures for new financial mechanisms/ blended finance facility.
  • Experience accessing and structuring finance for climate investments.
  • Fluency in written and spoken English.
  • Experience working in developing countries on climate and development issues.

FUNCTIONAL

  • Experience in at least one of the following areas of green infrastructure financing: renewable energy, energy efficiency, waste management and sustainable transport
  • Demonstrated relationship-building and facilitation skills.
  • Resourceful and able to develop and operationalize strategies to achieve outputs and outcomes
  • Profound understanding on financial instruments, infrastructure project development/assessment/finance, economic/financial analysis of infrastructure investment
  • Experience with project finance, private or public sector projects, and/or in PPP transactions
  • Experience with climate finance and investment banking is a huge plus.
  • Knowledge of and experience in adhering to internationally agreed environmental and social safeguards (ESS) and gender-sensitive design requirements.
  • Strong analytical and modeling skills, with full knowledge of excel functions.
  • Willingness and ability to commit to in-country work for and travel as required and where possible.

WORKING CONDITIONS

The Senior Investment Officer is an X9, international grade level in GGGI’s salary scale. For X9 International grade, the base salary starts from USD 77,904. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance – equivalent to 20% of the base salary, educational allowance, and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
