This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO), Data & Information Solutions Department (DIS), Content Management Solutions Division (CMS), Document Management Solutions Unit (DMS) at its headquarters in Luxembourg, a (Senior) IT Project Manager – Document & Record Management*.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

*internally referred as (Senior) Officer IT Applications

Panel interviews are anticipated for April 2024.

Purpose

You will manage a complex IT project portfolio to orchestrate innovation in document and record management in the context of digital workplace enabling seamless workflows.

Operating Network

You will report directly to the Head of Unit. The unit delivers and maintains platforms, applications and components to create, scan, store, preserve, track, retrieve, analyze, dispose or exchange electronic documents including records.

Accountabilities

  • Define, drive and manage IT projects (multidisciplinary or involving multiple parties)
  • Interact with application business owners and be their contact for all business requests within the agreed governance model
  • Conduct and coordinate business analysis efforts with business analysts/or business representatives and external IT consultants, in order to produce IT application specifications in line with business needs
  • Collect functional and technical points concerning document and record management solutions and ensure consistent evolution based on business needs
  • Design and execute functional tests for delivered solutions
  • Provide expert support to development teams during development life cycle and on-going post-release requirements
  • Stay abreast of internal/external business, project management and IT trends and developments
  • Maintain up-to-date documentation on projects, systems and processes in order to satisfy operational and audit needs
  • Reporting regularly on progress of projects / change initiatives

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Information Technology or related discipline, with specialisation in project management
  • At least 5 years relevant IT professional experience, preferably as an IT Project Manager
  • Hands-on experience in managing projects preferably to support information management solutions based on OpenText or Microsoft 365/SharePoint technologies
  • Advanced project management and stakeholder management skills
  • Experience with agile practices
  • Excellent communication and organisation skills, with presence and authority to influence stakeholders and partners
  • Project Management Certification, either Prince2, PMP/PMI or PM2 or Change Management Certification would be an asset
  • Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
