The EIB, the European Union’s bank, is seeking to recruit for its Legal Directorate (JU), Legal Corporate Department (CORP), Governance & Regulatory matters Division (GR) at its headquarters in Luxembourg, a (Senior) Lawyer specialized in regulatory matters*.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

Assist the Head of Division and Head of Department, together with other legal advisers, in providing legal support in the area of regulatory matters, in order to support compliance with the Bank’s statutory and operating framework and advise on other matters falling within the competence of the Division.

Operating Network

  • Reports to the Head of Division and cooperate with the other lawyers of the team.
  • Work involves activities of various complexity and recurring as well as non-standard nature (taking instructions from the Head of Division on sophisticated and complex legal matters).

Accountabilities

  • Provide legal advice and analyse banking regulations, standards and guidance being prepared or having been adopted by the EU and/or other international organisations and/or regulators affecting EIB’s activities in particular in the area of market conduct (MiFiD, EMIR, CSDR, SFTR, Benchmarks Regulation, etc.), compliance, and other market conduct/compliance reporting and supervisory related topics.
  • Assess to what extent EU and international banking and financial regulations should be applied by EIB and EIB Group as best banking practice (BBP).
  • Represent the Bank’s Legal Service in internal working groups (meetings, task forces…) to deal with specific issues related to EIB’s BBP framework and other related regulatory topics.
  • Develop and maintain constructive relationships with the Division’s counterparts, both within and outside the Bank.
  • Make legal presentations to various internal audiences.
  • Proactively keep up to date with legal developments in the area of regulatory matters and share relevant knowledge in order to provide EIB with informed and updated perspectives when required and to provide recommendation when required.
  • Contribute to the development of legal documentation and to the sharing of knowledge within JU on regulatory matters.

While the successful candidate will be expected to work mainly on regulatory matters in line with the description above, s/he may also be asked to work on broader governance and institutional issues within the scope of the responsibilities of the Division.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) in law, preferably at Master level.
  • At least 5 years professional experience, preferably in the field of international and EU banking and financial regulations.
  • Past experience in an international law firm or a supervisory authority would be an asset.
  • Sound knowledge of the main aspects on institutional and substantive EU law.
  • Good knowledge of the Bank’s objectives, policies and procedures in the relevant domain.
  • Experience in working with the EU institutions/agencies, regulators and/or other multilateral banks would be an advantage.
  • Excellent knowledge of English and/or French (*) with a good command of the other.
  • Knowledge of another EU language would be an asset.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
