Org. Setting and Reporting

The position is located in the Office of the Director-General of the United Nations Office in Geneva (UNOG). The Senior Legal Officer will report to the Chief of Office of the Director-General.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:

– Takes the lead in identifying and addressing legal issues at UNOG. Advises the Director-General, Senior Officials as well as relevant UNOG Services on legal and related policy issues.
– Provides legal advice also to client departments, such as UNECE, UNITAR, UNOCHA, UNIDIR, UNMAS and to UN funds and to programmes in Geneva.
– Handles all matters related to the implementation of the Host Country Agreement between the UN and Switzerland, including host country requests for waiver of functional and diplomatic immunity. This includes consultations with Geneva-based UN entities covered by the UN host country agreement. As applicable, the incumbent liaises with OLA on requests for waiver of immunity and other issues requiring legal and policy guidance from HQ.
– Assists UNOG Administration with regard to legal implications of personal actions and advises the Administration and individual staff members on legal matters in relation to their status in Switzerland.
– Provides legal advice to the Director-General of UNOG and the Administration of UNOG in regard to UNOG’s tax status, UN property and assets and possible valorization of UN real estate, partnerships with private sector entities and local associations and foundations and ensures the protection of the name and emblem of the UN in line with applicable public international law and UN regulations.
– Upon request by relevant UNOG Services, the Senior Legal Adviser reviews contracts and advises on procurement action, such as lease agreements or commercial transactions; reviews memoranda of understanding (MOUs) concluded between UNOG and UN Member States, as well as contribution and donation agreements.
– Serves as an ex-officio member in an ad hoc capacity on various committees and panels, such as the Committee on Contracts, the Property Survey Board, the UNOG and UNECE Grants Committees, the Change Order Review Committee and ensures the consistent application and interpretation of UN rules and regulations, and policies.
– Provides advice to the UNOG Administration and UNOG’s Office for the Strategic Heritage Plan (SHP) on legal issues relating to the renovation of the Palais des Nations; liaises with the Office of Legal Affairs and with the Host Country on SHP-related issues.
– Organizes and directs the annual International Law Seminar (ILS), i.e. prepares Seminar programs, solicits applications, organizes the work of the Selection Committee, conducts the Seminar proceedings and is responsible for raising the funds for the ILS and for administering them. The incumbent supervises the financial and logistical aspects of the annual ILC session and the ILS.
– Represents the Office on legal matters, delivers speeches to designated audiences, and participates in negotiations with a variety of stakeholders, as and when required.

Competencies

Knowledge of international legal procedures and instruments, including criminal law, both substantive and procedural. Ability to apply legal expertise to analyzing a diverse range of complex and unusual legal issues and problems and in developing innovative and creative solutions. Strong analytical skills and ability to conduct comprehensive legal research on a range of issues, including those of a unique and/or complex nature; proficiency in legal writing and expression and ability to prepare legal briefs, opinions, indictments or legal submissions/motions, and a variety of legal instruments and related documents. Education

An advanced university degree (Master’s degree or equivalent degree) in law, preferably international administrative law or international public law, is required. A first university degree in the fields specified above in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

At least 10 years of progressively responsible experience in legal practice, including legal analysis, research and writing is required.

Experience providing advice on complex legal issues to UN leadership and high-level diplomats is required.

Experience in the area of privileges and immunities of international organizations is desirable.

Experience providing legal advice on procurement activities, preferably in the United Nations system context, is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English and French is required. Knowledge of German is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
