Org. Setting and Reporting
This position is based in New York and is located in the Legal Office of the United Nations Joint Staff Pension Fund (UNJPSF or the Fund). The Legal Office provides unified legal services for the United Nations Joint Staff Pension Board and its Standing Committee, the United Nations Staff Pension Committee, and the management and operations of the Fund. The Senior Legal Officer reports to the Deputy Chief Executive of Pension Administration.
Responsibilities
Within delegated authority, the Senior Legal Officer is responsible for the following duties:
• Coordinate and direct the work of the Legal Office and assist in the general management and administration of the Legal Office, organizing and prioritizing the workload and providing general coordination and supervision of assignments as regards the legal work
• Provide authoritative legal advice on a diverse range of highly complex or novel substantive and procedural questions of law, as well as suggest courses of action to the Chief Executive and other senior management of the Fund
• Organize and supervise research studies and the preparation of legal opinions, as well as perform extensive legal research and analysis on highly complex or novel legal issues/questions, and prepare legal opinions, studies, briefs, reports, and correspondence
• Advise on and supervise the review, negotiation and drafting of major contracts, agreements, institutional and operational modalities, legal submissions/motions, and other legal documents; develop new legal modalities to meet unique needs/circumstances
• Represent, or supervise the representation of the Organization in cases under the Fund’s review and appeals procedure
• Provide legal advice to senior officials on the interpretation of the UNJSPF Regulations, Rules and Pension Adjustment System, including the review of administrative implications of Administrative Tribunal judgments
• Serve on various standing boards, committees, ad hoc working groups and task forces, as required
• Contribute to the review and design of new, or new applications of, legal instruments, policy, guidelines, systems, etc.
• Supervise and participate in preparing legal publications of the Legal Office

Education
Advanced university degree (Master’s degree or equivalent) in international law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in law, including legal analysis, research and writing, is required.
Experience in an employee benefit scheme in an international organization is desirable.
Languages
Fluency in one of the working languages of the United Nations Secretariat, English or French (both oral and written), is required; knowledge of the other is desirable. Knowledge of another official language of the United Nations is desirable
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

• This position is temporarily available for six months. If the selected candidate is a staff member from the United Nations Secretariat or United Nations Joint Staff Pension Fund, the selection will be administered as a temporary assignment.
