Job Description:

 

Location:

Home-based in any Pacific Island countries where World Vision International is registered to operate preferably Fiji or proximity. Flexible work arrangements.

 

The purpose of role:

The role exists to enable World Vision to engage with donors and major partners in the Pacific regional hub of Suva.  The incumbent will develop productive relationships with senior representatives of organizations such as USAID, GAC, IFRC, UN agencies, local CSOs and Suva-based INGOs.  The Senior Liaison Officer, Pacific will position World Vision as a leading voice in the sector, positively influencing approaches and practice in both the development and humanitarian fields, and will support grants acquisition through this engagement.

The role will have a secondary function of acting as direct liaison on behalf of World Vision with local partner Civil Society Organizations (CSOs) in Pacific countries other than PNG, Timor-Leste, Vanuatu, and Solomon Islands.

 

Major Responsibilities:

 

Relationships (50%)

Build relationships and active partnerships with lead representatives of: multilateral, bilateral and other major donor agencies in Suva; the Pacific Islands Forum and other government and regional agencies; church representative organisations; and local NGOs for the purpose of raising WV profile and promoting positive influence on practice and approaches.

 

Humanitarian (30%)

Influence humanitarian approaches and practice before, during and after emergencies through active membership of the nine humanitarian cluster groups based in Suva and through engagement with leads of humanitarian agencies. Raise WV’s profile and credibility among local CSOs, government, peer, and donor agencies as a leading contributor to humanitarian activity in the region.

 

Acquisition (15%)

Assist grant acquisition in emergency responses and development grants through: forging strategic partnerships with key donors; sharing timely intelligence on upcoming opportunities; promoting World Vision as an effective implementer and trusted partner; and supporting GAM teams in the design of proposals.

 

Local partner liaison (5%)

Act as liaison and contact person between local partner CSOs in Pacific countries other than PNG, Timor-Leste, Vanuatu and Solomon Islands.Ensure WV is regarded as a supportive and trusted partner.Identify capacity gaps (following implementation of the SAPO HEA capacity building plan), particularly in the areas of reporting, governance and financial management.Share any causes for concern emerging from both WV and the CSO partner.

 

QUALIFICATIONS:

  • Prefer master’s degree in related field.
  • Minimum 5 years working in a senior development or humanitarian role in the Pacific, preferably Suva.  Extensive experience in direct engagement with leading donor organisations in this region, especially the UN.
  • Deep understanding of the humanitarian architecture and of humanitarian response, recovery and risk reduction practice.
  • Outstanding written and spoken communication skills.
  • Capacity to communicate and negotiate at a high level with senior leaders.
