The International Monetary Fund seeks a reliable, dynamic, and collaborative information professional to lead the Content Management & Data Licensing Team (CD) within the Data & Information Section of the International Monetary Fund (IMF). The Section serves the data and information needs of the IMF and the World Bank Group (WBG). The CD team facilitates access to a broad range of market data, content and analytical sources that give timely, current, and deep insight into global financial markets as well as news and geopolitical data that are relevant to the business requirements of stakeholders.

Additional teams in the Data & Information Section includes the Research & Data Services Team which is responsible for research services and client engagement and the Digital Discovery & Access Team which is responsible for overseeing the technology infrastructure and enables the discovery and access to information resources and market data.

Job Summary:

Lead a team of information professional responsible for licensing and lifecycle management of a comprehensive portfolio of information resources including, economic and financial data (real-time and historical); news and analytical resources; e-journals and e-books; and a wide range of print and other electronic resources used by the IMF and the WBG. License permissions range from single users to enterprise-wide services including data feeds. Work closely with the team to advance the strategic and operational objectives of the Section.

Duties and Responsibilities:

  • Responsible for coordinating renewals and negotiations for various information resources categories including data resources used by area and functional departments.
  • Oversee the management of both the information access budget and the commercial data budget.
  • Ensure the timely preparation of monthly, quarterly, and annual budget reports projections, and ensure compliance with accounting practices.
  • Support the work program of the IMF’s Data Governance Group by providing oversight to the business case submission process; ad hoc status reports on requests for new services or issues with existing services; usage analysis to make retention or cancellations decision; benchmarking and intelligence on data providers; and stakeholder engagement to validate business cases.
  • Manage the day-to-day work of the CD Team and supervise staff including preparing performance reviews and providing feedback. Be proactive in managing workload issues and developing back-up procedures for core functions. Identify opportunities to improve and streamline procedures.
  • Represent the Section on various internal governance and working groups. Liaise with external stakeholders in the financial information industry.
  • Lead the Content Development Evaluation Team, composed of WBG and IMF staff. The team selects content made available to both organizations, conducts trials of new and existing services, and responds to requests from clients and management.
  • Prepares and updates budget reports for the shared information resources between the IMF and the WBG. Budget reports include detailed and itemized cost to the WBG in accordance with the Sharing Agreement.
  • Oversee management of book and periodical (print) vendor contracts and all associated payments for print and electronic materials.
  • Manage relationships and develop partnerships with various internal stakeholders including the Office of Budget and Planning, Finance Department, Legal Department, Strategy, Resource & Risk Management Unit, Statistics Department and other area and functional departments.
  • Works closely with internal and external stakeholders to ensure compliant use of data and information resources. Communicating intended use and securing appropriate usage rights for the same.
  • Participate actively with the Division Chief or Deputy Division Chief to provide substantive input to division-wide planning and goal setting. Participate on various strategic planning initiatives to advance the vision of the Data & Information Section.

Minimum Qualifications

Advanced university degree, or equivalent, in library or information science, or a related field, supplemented by a minimum of six years of relevant work experience, including experience with complex information technology/services, is required.

The ideal candidate should have:

  • Relevant experience procuring and/or negotiating information services’ contracts. Knowledge of information services’ pricing models, trends, and intellectual property terms and conditions. Ability to influence both price and value-based negotiations in the financial information industry.
  • Demonstrated leadership, change management ability and the ability to work collaboratively with a diverse group of staff across the IMF, WBG, and the international development community.
  • Strong budgetary knowledge and ability to process queries and workflows in PeopleSoft.
  • Strong analytical, organizational, and project management skills.
  • Excellent communication and interpersonal skills, including the ability to interact effectively with clients at all levels.
  • Ability to manage several high-profile tasks simultaneously and work well under pressure.
