Job Profile
The main purpose of the job entails high level of Financial Stewardship, maximizing and strengthening the internal control and compliance requirement of the Organization in managing and using World Vision Lanka (WVL) resources. To ensure compliance to WVL Financial Policy & Procedures in effective resource acquisition; Management, accounting, documentation, reporting, and utilization & safeguarding of assets. This position working closely with the Director – Finance & Support Services in determining long-term financial goals and developing strategies to achieve the financial objectives of WVL.
Major Responsibilities
- Advice and support the Director – Finance & Support Services in the leadership and engagement on all matters related to financial management.
- Support WVL financial planning and budgeting; consolidate and review overall WVL annual budget for consistency and compliance to local, regional and global standards.
- Contribute to development and review of financial systems, policies, guidelines and standards relating to Finance support in contextualizing and mainstreaming them with the region.
- Ensure appropriate financial and monitoring frameworks such as accounting Policies and procedures are operating satisfactorily, in NO and each AP offices to support WVL’s ministry.
- Develop and drive Finance Technical Guideline according to LEAP-3 standard and regional/ Global Center (GC) guideline and orient concerned project /programme staff such as technical leads, Operations and all field programme/ project managers, officers on the requirement.
- Ensure the completion of Project and Grant Audits by the due dates and ensure the IRDM/ PNS/ Sponsorship compliance requirements are met and financial and Grant regulations are adhered by all projects.
- Ensure that financial transactions of programme/ projects in all funding sources are appropriately reviewed to ensure compliance against the Log frame budget and appropriate cost allocations applied.
- Implement and maintain financial and accounting systems and internal controls to ensure proper utilization of financial resources in implementing programmes/ projects in all funding sources.
- Ensure Regional, Grants and programmes/ projects comply with WVI Finance Manual and local and partner policies, procedures and donor regulation are consistently adhered.
- Assist Director – Finance & Support Services to Build capacity of Finance staff in all levels such as Grants, PNS, Partnership and HEA teams to deliver quality ministry impact and to ensure plan/budget variances are well understood and corrective action are planned and undertaken. Developing competent finance team.
- Conduct capacity assessment to ensure finance team is strategically positioned to effectively deliver services and support ministry. Assess their capacity and provide right positions, titles and identify selected staff for talent pool focusing next level leadership positions.
- Build and strengthen relationships with WVI finance entities (Regional Office, GC Finance and Support Offices and other WV NO finance teams on knowledge sharing).
- Be a key player in programme/ project accounting and management to ensure fully compliance with WV and donor requirements.
- Conduct Quarterly review and analyses of grants financial reporting to ensure timely submission and compliance with WV policies and donor requirements.
- Maintain a strong control environment by ensuring compliance to WVL partnership guidelines, policies, protocols and standards related to finance and government regulations.
Required qualifications, experience & competencies
- 10 year of Financial Management experience with highly developed management and administrative skills.
- Fully qualified Professional in (ICA, CIMA UK, ACCA) and/or a Degree from a recognized university in commerce or business/public administration or accounting.
- Ability to organize and present financial information according to Generally accepted Accounting Principles and World Vision Financial Manual
- In depth knowledge of donor funding & Grant financial management.
- Experience with Microsoft Windows and Office products.
- Requires management and administrative skills and ability to think creatively.
- Well conversed in spoken and written English and Sinhala and/or Tamil languages.
