The EIB, the European Union’s bank, is seeking to recruit for its Operations Directorate (OPS), Business Planning & Mandate Management Department (BPMM), Mandate Management Division (3-MM), Mandate Oversight and Relationship Unit (MOR) at its headquarters in Luxembourg, a (Senior) Mandate Officer*.
This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

As a (Senior) Mandate Officer, you will reinforce the capabilities of the team responsible for the day-to-day relationship with the European Commission (the mandator), including the follow-up of the regulatory environment and policy development, the negotiation of amendments to relevant Delegation Agreements and the negotiation/drafting of other critical documents, as well as the coordination of the relation with the various governing bodies of the mandates and the preparation of all relevant documents for their meetings.
The remit of the Business Planning and Mandate Management Department includes the facilitation of consistency in mandate development and life-cycle management processes, for both new and existing mandates, as well as the provision of high value added to operational Departments, Senior Management and to other Directorates impacted by expected growth in mandate activity, notably via enhanced support with respect to the approval process. This also comprises the proposal and development of appropriate tools, methodologies, policies and procedures, covering the mandate lifecycle, thereby promoting a collaborative and constructive approach and developing synergies across mandates.
The Mandate Management Division is responsible for the implementation of some of the most significant mandates currently being undertaken by the EIB. The main mandate where the European Commission is the mandator is currently InvestEU. The division is, inter alia, also responsible for the Alternative Fuel Infrastructure Facility, the Public Sector Loan Facility under the Just Transition Mechanism, as well as for the implementation and monitoring of the mandates of the previous EU budgetary cycle (the European Fund for Strategic Investments (EFSI), the Connecting Europe Facility (CEF) Debt instrument and Transport Blending Facility, and InnovFin under Horizon 2020). Moreover, the Division is also responsible for the Pan-European Guarantee Fund (EGF) with the backing of the EU Member States.
As (Senior) Mandate Officer, you will report to the Head of Unit responsible for the Mandate Oversight and Relationship to which you are assigned. You will work, in an autonomous manner, in close co-operation with the other members of the Division and Department, in particular with colleagues providing expertise in mandate policy and operations, colleagues dealing with mandate monitoring and reporting, and colleagues contributing to audits and evaluations. You will regularly cooperate with other Services of the EIB Group working on mandate-related activities, in particular with the Secretariat General and the Legal Directorate, sometimes under short deadlines. You will also be involved in mandate management related discussions with the European Commission, the European Court of Auditors and mandates governing bodies and EIB Group representatives, including at high level.
The allocation of tasks, responsibilities and, if necessary, staff, in each Unit is dependent on the operational needs of the mandates and may change over time. Once the tasks and responsibilities of the Unit are identified, you will be responsible for the daily business of the Unit and its continuous improvement.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
