Senior Media Officer (Technology and Engineering Operations )

Under the general supervision of the Section Chief of the Creative Technology and Engineering (CTE) Section, part of Creative Solutions Division of the Corporate Services and Facilities Department (CSF), the Senior Media Officer provides strategic technical direction, vendor oversight, and management of the Technology and Engineering section of the International Monetary Fund (IMF). This role requires a high level of innovation and drive for Operational and engineering resilience, management of teams and infrastructure, to ensure IMF headquarters are equipped with modern and efficient broadcast technologies, conference systems and AV infrastructures. This senior role will deputize in the absence of the Section Chief and is expected to provide day-to-day operational and project support.

 

Main Duties & Responsibilities:

·Actively assists the Division Chief and Section Chief with strategic planning and goal setting to ensure IMF’s AV and Broadcast engineering, operations and projects are delivering best value for the Fund.

·Oversee the daily operation and maintenance of the IMF’s broadcast and AV solutions, including multicamera studio productions, video teleconferencing systems, simultaneous interpretation facilities and streaming solutions.

·Works on strategic planning and goal setting to ensure the IMF’s operation and infrastructure is resilient, robust and effective.

·Works closely with the Infrastructure SMO to identify key technical project needs based off operational understandings.

·Works with the Program manager of the Engineering and AV vendor operators to ensure the smooth day to day running of the technology and engineering teams. With key focus on engineering workflows and procedures.

·Ensures that internal and external vendor companies or vendor personnel provide deliverables according to contract and works closely with these vendors to ensure that schedule, quality, project, and budgetary requirements are met.

·Plans and oversees the technical operations for the Annual and Spring Meetings in DC.

·Acts as the subject matter expert for all things related to selection of equipment and technology for events. Must be able to articulate the complex infrastructure to non-technical IMF teams.

·Develops collaborative relationships with key stakeholders such as Facilities and IT; facilitates partnerships in support of day-to-day operations; acts as a subject matter expert and provides advice to IT and Facilities’ programs to ensure maximum alignment.

·Assists with the formulation and awarding of RFPs for vendors providing infrastructure development and/or equipment/software solutions.

·Actively assists the DC and Section chief with capital and administrative budgets related to AV and divisional programs.

· Manages Service level agreement contracts with Chief engineer and technologist. Ensure their effective implementation.

·Solicits, analyzes, and defines departmental and Fund-wide requirements, identifies best practices, formulates recommendations, and implements and measures the impact of current and proposed policies, procedures, services, operations and facilities.

·Create and manage reviews of workflows to maximize efficiencies in technology deployments and staffing support.

·Conducts research on industry trends and technological development by active networking and continuous exploration of vendors and service providers. Leads experimentation and prototyping of new technology and tools to improve the Fund’s AV and broadcast infrastructure.

·Supervises a cross functional team of AV program, broadcast specialists and technical experts.

Minimum Qualifications

Educational development, typically acquired by the completion of an advanced university degree in engineering, technology, communications, computer science, or a related field, plus a minimum of four years of relevant professional experience; or a bachelor’s degree, supplemented by a minimum of ten years of relevant professional work experience, is required.

 

The Senior Media Officer must possess expertise in engineering best practices for Broadcast and AV systems, across the rapidly changing technology landscape, as well as the ability to manage multiple vendors and contractors.

Candidates with leading-edge knowledge of AV systems and broadcast technologies, as well as experience of managing and maintaining highly complex facilities are encouraged to apply.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.
