The EIB, the European Union’s bank, is seeking to recruit for its Secretariat General, Communication Department, Media Division located in the EIB External Office in Madrid, a (Senior) Media Officer*.

This is a full-time temporary position at grade 5/6 in Madrid, Spain. The term of this contract will be 6 years.

Panel interviews are anticipated in February 2024.

Purpose

The Senior Adviser, Communication, based in Madrid, will help manage the EIB’s profile in Spain as well as in Spanish-speaking countries. As member of the Communication Department, he or she will support EIB communications by actively promoting visibility for the EIB activities and goals, strategy and achievements, through outreach to, and handling of, local and international news outlets. He or she will benefit from being fully integrated within the work of the Communication Department, with regular travel to EIB Headquarters in Luxembourg and other capitals and international events.

The Senior Adviser will, among other things, help manage all communications channels, including press releases, press briefings, social media accounts, interviews and events. He or she will work closely with colleagues within the Media Relations division, the President’s Office, other Divisions, and Units in the Communication department, and across the Bank.

The Senior Adviser will work closely with the Head of the EIB Group’s Madrid Office as well as his team, ensuring smooth and timely information flow and coordination with all relevant initiatives on the ground.

Operating network

This is a senior role, reporting directly to the Director of Communication and working closely with the President, as well as with the teams in the communication Directorate.

Internal contacts: President’s Office, members of the Management Committee and their advisors, staff from Operations and Projects and all other directorates involved in relevant projects or issues.

External contacts: senior specialist reporters, editors, publishers, opinion makers in media outlets across Spain and globally.

Responsibilities

  • Engage in media and communication outreach and activities for the EIB (including social media)
  • Contribute to the Communication strategy of the Bank
  • Contribute to identify key forthcoming issues and communication opportunities for the EIB, with a focus on Spain
  • Develop and implement a plan leading to increased visibility for the EIB Group and its priorities in Spain, Portugal, Latin America, and other areas.
  • Develop a plan to make best use of Spanish language content to increase impact in the Spanish speaking world.
  • Respond to inquiries on EIB activities as relevant, and ensure the quality of information in content and style, orally and in writing, including in English as necessary
  • Propose, implement and organise media initiatives/events in cooperation with the Communications department (e.g. interviews, press conferences, media briefings etc.)
  • Originate, prepare and write press releases, news stories and reports on EIB activities as necessary
  • Prepare briefing material and speeches for media events and other communication activities
  • Prepare “lines to take” and “Q&As” on critical issues

Qualifications

  • University degree (minimum an equivalent to a Bachelor), preferably oriented towards communication, public relations, journalism, political sciences, business administration or economy
  • At least 5 years of professional experience in journalism, communications, public relations or related field
  • Excellent skills in communicating with the media and different public audiences and use of channels to reach our audiences, including social media
  • Highly developed oral and written communication skills
  • Proven ability to write press articles and speeches on various topics of political and economic nature
  • Very good knowledge of the Spanish and European institutional and political framework
  • Very good understanding of Spanish politics, economy and the country’s financial sector
  • Very good understanding of the EIB’s mission and its activities
  • Experience in dealing with sensitive issues at senior level
  • Availability to travel
  • Excellent knowledge of Spanish, English and/or French*, with a good knowledge of the other. Knowledge of Portuguese would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
