The EIB, the European Union’s bank, is seeking to recruit for its Secretariat General (SG), Communication Department (COM), Media Division (MEDIA), Europe Unit (EU) located in the EIB External Office in Warsaw, Poland, a (Senior) Media Officer*.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract in Warsaw, Poland.

Purpose

As the (Senior) Media Officer you will be part of our Communication Department and will play a key role in the implementation of the EIB’s communication strategy in Poland and Central and Eastern Europe. You will carry out corporate communication activities aimed at external audiences, strengthening EIB visibility in Poland, and ensuring that the key messages of the EIB Group are coherently reflected in the international and national media.

The Communication Department ensures the Bank’s activities are known and valued by its stakeholders and the public. It ensures the EIB Group engages with them in an open and accountable way whilst working to maximize the public exposure of the EIB over the different channels and audiences outside and inside the Bank.

You will be based in Warsaw with frequent mission travel to the EIB’s headquarters in Luxembourg and in countries inside and outside the EU, supporting the Bank’s leadership in public events.

This is an exciting role for an experienced media professional to take a lead role as a regional specialist, working with a high level of autonomy in ensuring the Bank is effectively represented in Poland and the broader region. This is a visible role providing you with the opportunity to make an impact and work with prominent stakeholders within the Group to raise the profile of the Bank.

To ensure success in the role, you must have the ability to work independently in a fast-paced environment and build, develop and nurture internal and external networks, including in the Polish media scene.

Operating Network

You will report to the Head of EU Unit, in the Media Relations Division. Internal contacts are members of the Management Committee and their advisors; staff from Operations and Projects, colleagues in the Communication department, external offices and all other directorates involved in relevant projects or issues. External contacts are journalists, staff of EU institutions and financial institutions, communication agencies tasked to work on EIB subjects; opinion formers across Europe.

Accountabilities

  • Engage in communication activities for the EIB, conveying the key messages of the EIB to journalists, influencers and stakeholders in Poland and all over Europe.
  • Build and expand a contact network in Poland and other countries in the region as required, and use it to communicate the EIB’s contribution to the economy of these countries.
  • Develop national and regional communication strategies and supervise local media consultants and communication agencies working for the EIB, as needed.
  • Organise events, press conferences and journalist visits to the EIB’s premises and produce press material for these activities, cooperating closely with EU delegations and other stakeholders.
  • Prepare briefings, and interviews and draft speeches for EIB’s leadership.
  • Contribute to the communication of EIB projects in Poland.
  • Develop creative ideas for multimedia content and social media activities to increase the reach of communication.
  • Work closely with the Director of Communications, the Head of Media Relations and the Head of the EU Media Unit, as well as other colleagues in the department in other EIB departments.
  • Work closely with colleagues to produce content packages, promote these packages to media outlets and arrange projects like series of articles, advertorials and web specials.

Qualifications

  • University degree (minimum an equivalent to a Bachelor), preferably oriented towards communication, public relations, political sciences, or economics
  • At least 5 years of relevant work experience with a focus on strategic communications, media and /or public relations
  • A good understanding of the EU economy, including current economic and political debates especially in Central and Eastern Europe, and of major EU policies delineating the EIB’s operations, such as cohesion and climate
  • An established networks of contacts with media and opinion makers in Poland
  • Highly developed oral and written communication skills. Demonstrated experience in writing and editing, including for social media, would be a distinct advantage
  • Knowledge of the EU institutional and political framework
  • Knowledge of the EIB’s mission and its activities
  • Fluency in English and Polish. Excellent knowledge of French (*). Knowledge of other EU languages, especially from the Central and Eastern Europe region, would be an advantage

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
