The EIB, the European Union’s bank is seeking to recruit for its Projects Directorate (PJ), Innovation & Competitiveness Department (INCO), Sustainable & Digital Industries Division (SDI) at its headquarters in Luxembourg, a (Senior) Minerals Processing Engineer*.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

The Project Directorate’s mission is to provide independent economic and technical advice to the EIB’s decision makers on the quality of investment projects submitted to the Bank as well as advising promoters on the development and implementation of projects. Moreover, it informs the sector policies of the EIB in line with the pursuit of its overall policy mission. To accomplish its role, PJ is mainly staffed with sector specialists (Engineers, Economists, Environmental and Social experts), who work together in multi-disciplinary project teams, and closely cooperate with the other EIB operational services.

As the (Senior) Minerals Processing Engineer you will conduct, within multi-disciplinary teams, the due diligence of innovative projects within the mining and metal refining industries, with an emphasis on critical raw materials (CRM) key for the green and digital transition. You will assess the technical, environmental, social, financial, and economic viability of investment projects and programmes in countries where the Bank operates, in accordance with the Bank’s standards and procedures. You will also contribute to sector studies and/or policy papers in support of the EIB’s sector and lending policies.

Operating Network

The Innovation & Competitiveness Department (INCO) focuses on supporting investments in the knowledge economy and comprises of five divisions. As the Minerals Processing Sector Engineer, you will report to the Head of the Sustainable and Digital Industries (SDI) Division and work in close contact with the executive staff of the INCO Department, covering minerals processing projects, including extractive industries, metals refining and circular economy activities with a focus on innovation and critical raw materials relevant for the green and digital transition and their respective supply chains. You will be required to work closely with other services of the Bank, project promoters and external stakeholders. You should be ready to travel from time to time inside and outside of the EU.

Accountabilities

As a (Senior) Minerals Processing Engineer, you will:

  • Assess the technical and economic viability of investment projects and programmes in the relevant industrial sectors, mainly within the mining and metal refining industries, with an emphasis on critical raw materials (CRM), including the environmental impact of projects and the assessment of investments in tangible assets and intangible assets related to Research, Development, and Innovation.
  • Evaluate the strategic consistency, commercial viability and environmental and social sustainability of the business model of innovative companies.
  • In the context of the assessment indicated above:
    • Cooperate closely with the Lending Directorate and provide assistance to the early screening of investments.
    • In cooperation with other project team members, appraise and identify key risks of projects the EIB is considering to co-finance.
    • Contribute to the preparation of appraisal reports and a technical opinion for projects that will be submitted to EIB’s governing bodies at the various approval stages.
  • Prepare sector, policy and methodology papers related to the sector of your responsibility in support of the Bank’s sector and lending policies.
  • Assist in identifying investments representing new financing opportunities in these sectors.
  • Monitor project implementation, including final evaluation of project completion and further project follow-up when required.
  • Represent the EIB towards corresponding service units in the European Commission, other international bodies and IFIs as well as at selected sector events.
  • Adapt and acquire new expertise over time in other sectors covered by the SDI Division.

Qualifications

  • University degree in Engineering (Masters level or above) or other relevant studies. A combination of both Engineering and Finance/Economics/Business studies would be an advantage.
  • At least 5 years of recent and relevant professional experience in the field of extractive and mineral processing industries gained in an industrial corporate and/or strategy and management consultancy firm.
  • Exposure to technology, market and environmental analysis would be considered a distinct advantage.
  • Experience of the mining sector and state of the extraction technologies as well as relevant international standards in relation to the environmental impact of mining operations.
  • Experience of applied quantitative methods, economic and financial modelling, including cash flow modelling, cost-benefit analysis and risk analysis would be considered as an advantage.
  • Excellent knowledge of English and/or French (*), with a good knowledge of the other.
  • Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
