Result of Service
• Ensure proper coordination and effective planning of Mission activities. • Integrated planning mechanisms at field level function in accordance with the Mission requirements. • Integrated planning mechanisms are developed or revised in coordination with other relevant entities. • Mission plans are internally consistent and coherent with system-wide planning processes; matrixes and frameworks are in place to measure and monitor results; plans are regularly reviewed and adjusted. • Align Mission strategic objectives and coordinated lines of operation in order to meet the dynamic support requirements for Somali Security Forces across the phases of reconfiguration and transition. • Effective coordination and efficient implementation of planning logistical support geared to support ATMIS’s expanded operations with a view of empowering its forces towards the transition and full realization of ATMIS’s mandate aimed at the realization of relative peace in Somalia.

Duties and Responsibilities
Organizational Setting and Reporting: This position is located in the Office of the Chief of Staff within the African Union Transition Mission in Somalia (ATMIS) and is based in Mogadishu. The incumbent will report directly to the Chief of Staff. The focus of this position is to provide professional, technical, operational, and administrative support throughout the strategic planning, implementation and reporting processes related to the performance of the Mission, and on matters related to Mission planning. Within delegated authority, the incumbent will be responsible for the following duties: • Conduct research and participate in the initial formulation and drafting of segments of documents in order to assist the senior management to develop, implement, and monitor strategies to maximize the individual and collective impact of the ATMIS’s response in Somalia, concentrating on mandated tasks and activities required to promote and consolidate peace, through a strategic partnership between the Mission and its partners. • Support the development of Mission Concepts, which, building on the vision of the Special Representative of the Chairperson of the Commission of the African Union (SRCC), translates the mission mandated tasks into a form that fuses objectives and expected outcomes into a coherent whole. • Provide advice to senior management and programme managers on strategic and operational planning policy, procedures and best practices, particularly the African Union Commission (AUC) Policy on Integrated Assessment and Planning, and provide recommendations on design of specific planning tools and mechanisms, in line with policy and best practice, to meet the needs of the Mission and partners. • Provide advice to Mission components in the development of component-level plans, including to ensure coherence with the Mission’s overall strategic direction and planning tools, and to support joint and integrated planning between Mission components. • With all relevant stakeholders, facilitates the development and implementation of Integrated Strategic Framework for peace consolidation in the country, including a system for monitoring and evaluation of progress, by conducting conflict analysis and making suggestions on priorities and roles for the Mission. • Compile and analyze data, contribute to preparation of the performance reports, and of inputs as required for audits, evaluations, risk management, budget monitoring and performance reporting with a particular focus on programmatic activities. • Contribute to preparation of background notes, options papers, daily situation reports and input for Mission reports as well as briefing notes and analytical papers for senior leadership. • Perform other duties as required.

Education: Advanced university degree (Master’s degree or equivalent) in social sciences, political science, international relations, management, development studies, or a related field. A first- level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, facilitation and/or coordination is desirable. Work Experience: A minimum of seven (7) years of progressively working experience responsible for any of the following: Administration, Support and Logistics, Financial Management and budgeting Operations, or related field is required. Experience developing or implementing relevant policies, procedures, methodologies, and tools, including for Integrated Assessment and Planning, country or conflict analysis, results- based budgeting, risk management, or monitoring and evaluation is desirable. Experience working in or supporting peace operations system field-based organization is desirable. Having worked for AMISOM/ATMIS in Mission Support is desirable.
