The Senior Monitoring, Evaluation Learning (MEL) Officer is Key Personnel on the anticipated USAID-funded Inclusive Development and Equitable Assistance (IDEA) activity. This 5-year Leader With Associates (LWA) award will respond to the needs and priorities of marginalized and underrepresented groups and/or people in vulnerable situations (MUGVPs) and communities of all diverse identities and experiences and build the capacity of organizations that serve MUGVPs to help them meet their goals. IDEA aims to: 1) respond to the needs and priorities of MUGVPs and communities of all diverse identities and experiences and 2) increase the knowledge and skills of civil society and other organizations that advance Inclusive Development so that these organizations are better positioned to meet their own priorities and contribute towards more equitable development outcomes overall.

 

The Senior MEL Officer will develop and implement robust MEL frameworks and learning agendas to measure impact and inform the implementation of IDEA, for the Leader and Associate Awards. The Officer will also engage with and support the priorities of marginalized and underrepresented groups in the development process globally. This includes partnering with and accompanying local organizations in ongoing efforts to transform their societies to be more inclusive, equitable and responsive to the needs of marginalized communities across diverse geographies and sectors.

 

Location: Washington, DC or another state in which CARE operates. US work authorization is required for all US locations.

This position may be hired by a CARE consortium partner organization.

Primary Responsibilities:

 

  • Provide technical direction and oversight to develop and implement robust MEL frameworks and learning agendas to measure impact and inform the implementation of IDEA, for the Leader and Associate Awards.
  • Partner closely with all staff to ensure MEL/CLA tools, systems and synergies are applied and leveraged within all activities in the implementation areas.
  • Ensure collection and analysis of intersectional and disaggregated data based on sex, age, disability and other factors and inclusion of the voice of MUGPVs in all data related activities.
  • Ensure the activity includes active, intentional and adaptive learning within and across its multi-sectoral interventions. This includes but is not limited to USG, host country government, international donors, local civil society organizations, multilateral organizations, and private sector investments.
  • Lead and participate in all MEL and CLA-related activities.
  • Improve peer-to-peer learning, knowledge management, sharing and application, activity-based capacity strengthening, evidence and data utilization, and CLA in support of adaptive management both within and beyond initial refinement.
  • Ensure appropriate and continued coordination and joint planning with other USAID and donor activities, specifically USAID Missions, host government initiatives, and private sector engagement.
  • Engage project stakeholders in gathering information and lessons emerging from program implementation and ensuring its use by project participants and quality communications to external stakeholders for influence, thought leadership and scaling.
  • Contributing to written performance reports for USAID and other program deliverables.

 

Qualifications:

 

  • Master’s degree (or higher) required in relevant field, or equivalent combination of education and work experience in a relevant competency area, including statistics, international development, economics, or other areas.
  • Minimum of five (5) years’ experience working on monitoring, evaluation and learning for donor funded projects.
  • Demonstrated ability to interact and communicate with a wide range of stakeholders both verbally and in writing.
  • Demonstrated experience working with marginalized groups.
  • Experience with CLA and/or adaptive management throughout the project cycle.
  • Knowledge of primary evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Demonstrated experience facilitating learning and knowledge sharing processes, establishing, and managing dynamic feedback systems to capture experiential learning and unintended consequences, and fostering collaboration across teams or organizations.
  • Substantial relevant experience working with marginalized and under vulnerable groups including children in adversity, people with disabilities, indigenous peoples, LGBTQI+ populations, youth, and people with mental illness.
  • Familiarity with key USAID policies including the Youth in Development Policy, LGBT Vision for Action, Disability Policy Paper, Collaborating, Learning and Adapting framework, gender equality policies and guidelines, and other relevant guidance documents.
  • Demonstrated skills in building and maintaining relationships with host governments, donors, other donor-funded projects, and stakeholders, including private sector stakeholders, local organizations, and partners.
  • Ability to translate complex and complicated ideas into broadly intelligible and accessible concepts and/or messages.
  • Demonstrated commitment to principles of Gender Equity, Diversity, Belonging and Inclusion.
  • Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).
  • English proficiency is required, and a second language is preferred. Strong oral and written communication skills.
  • Ability to travel globally as required.
