GGGI has five Members in the Pacific Islands: Fiji, Kiribati, Papua New Guinea (PNG), Tonga and Vanuatu. GGGI’s work in the Pacific started with operations on the ground in Fiji and Vanuatu in 2015. Since then, offices have also been established in Kiribati, PNG and Tonga. In addition, through regional programs implemented by GGGI, such as the Pacific NDC Hub, the Climate Finance Access Network (CFAN) and the SIDS Climate Action Program, GGGI is also engaging and working with all 14 Pacific Island Countries and has project activities ongoing in Cook Islands, Palau, Tuvalu, Samoa, Solomon Islands and the Marshall Islands.

GGGI’s work in the Pacific is focused on strengthening the enabling environment for climate action and green investments including policy development, technical assessments, capacity strengthening and climate finance and investment planning with the aim to mobilize over 750M USD by 2027. GGGI works with national, regional and international partners to achieve its objective to support Pacific Island Countries to transition to a climate resilient, green growth economic model.

POSITION SUMMARY

Based in Fiji, the Senior Monitoring, Evaluation, and Learning (MEL) Officer position for the Pacific Program at GGGI plays a pivotal role as the region’s MEL focal point and in operationalizing GGGI’s new MEL framework in the Pacific.

This role involves leading the design and implementation of comprehensive MEL frameworks and MEL Plans for specific projects, including the Climate Finance Access Network phase II, programs funded by DFAT, UK FCDO, and the Grand Duchy of Luxembourg. Additionally, they collaborate with country offices to create tailored MEL tools for effective monitoring and evaluation, assist in internal and external reporting, and compile lessons learned to refine GGGI’s MEL methodologies.

Another critical aspect of the role is capacity building and training on Monitoring, Evaluation, and learning aspects. This includes organising and facilitating workshops for national MEL staff, focusing on various MEL components such as developing strong log frames, form building and survey design, data analysis and visualization etc.

The role requires extensive engagement with various stakeholders, reporting to the GGGI Pacific Regional Director and with a technical reporting line to the Head of IEU, and receiving guidance from Country Representatives and Senior Program Managers.

PURPOSE

The Senior MEL Officer will be the focal for MEL support for the Pacific Program and will engage extensively with the IEU to promote and operationalise GGGI’s new MEL framework in the Pacific, including:

  • Lead the design, review and operationalization of comprehensive MEL frameworks/plans for specific projects/programs, ensuring alignment with overall project objectives and GGGI’s new organizational-wide MEL framework.
  • Provides quality assurance to project managers and technical leads to logframes for new funding proposals.
  • Train and develop the skills and capacities of national MEL staff members in the country offices – such as developing strong project indicators, MEL plan design and operationalization, form building and design, data analysis and visualization and other relevant MEL skills.

ENGAGEMENT

  • Reports to the GGGI Pacific Regional Director but will have a technical reporting line to the Head of IEU and receive guidance and instruction from Country Representatives and Senior Program Managers in the Pacific.
  • Works closely with MEL associates/officers in-country offices to identify and support projects needing revisions in their MEL systems incl. logical frameworks, MEL plans, data collection and analysis tools
  • Collaborates with country offices to design and implement tailored MEL tools that effectively monitor and evaluate regional projects.
  • Liaise regularly with the IEU to set up a bespoke and cutting-edge Community of MEL Practices for MEL in the Pacific in GGGI.
  • Engages with governments, development partners, contractors, GGGI operations supporting staff, global technical leads and country officers to lead the design and operationalization of MEL frameworks and plans for key projects.
  • Liaise with other units of GGGI – Strategy, Partnerships and other relevant GGGI staff to ensure reporting requirements are being met as per the GGGI Project Management Cycle Guidance.

 

DELIVERY

Design and Implementation of Project MEL Frameworks and Plans

  • Design and review comprehensive MEL frameworks for specific projects, ensuring alignment with overall project objectives and GGGI’s new organizational-wide MEL framework.
  • Design and lead the implementation of comprehensive MEL plans that outline the frequent monitoring activities, data collection tools, budgets, timelines, roles and responsibilities etc.
  • Support the development of baseline assessments and data collection tools and surveys for key projects in the Pacific Program.
  • Engage and understand the MEL frameworks of donor project stakeholders to align MEL activities with their expectations and requirements.
  • When required, undertake field visits to project sites across the Pacific to directly observe project implementation and engage with project teams.
  • Support the IEU in implementing and supervising core and earmarked evalautions across the region

Regional Capacity Building and Training

  • Organize and facilitate training workshops for national MEL staff on various aspects of MEL, including tool usage, data collection methods, and data analysis.
  • Train MEL staff on effective form building and design for data collection, ensuring forms are user-friendly and capture necessary data accurately.

Collaboration and Advisory Services

  • Offer ongoing MEL advisory services to the country offices such as support in reviewing and adjusting the MEL frameworks of projects and programs. Seeking strategic direction from the Regional Director and Country Representatives.
  • Compile lessons learned and best practices from various projects/programs, contributing to the refinement of GGGI’s MEL framework and methodologies.
  • Contributes to result reporting, donor progress and completion reports and communication of program activities internally and externally

 

REQUIREMENTS

QUALIFICATIONS

Academic qualifications:

  • MA in economics, business administration social studies, sustainable development, climate change, environmental economics, or related fields is required.

Experience:

  • Extensive experience (at least seven years)in program development and MEL, including relevant experience building and managing MEL frameworks, plans, tools and relevant experience supervising data collection and data validation exercises, including building staff capacity.
  • At least seven years of experience supporting the planning and successful delivery of international development projects in developing countries or emerging economies.
  • Minimum of two years of International Experience, living and working outside of their country/countries of nationality (periods of study, volunteer work or internship positions would not be considered).
  • Experience with a theoretical and practical background in research and knowledge of qualitative and quantitative methodologies and techniques required.
  • Should possess effective analytical capabilities for effective project evaluation.
  • Basic mathematical skills and ability to perform job-specific mathematics with experience in statistical analysis and statistical software.
  • Exceptional analytical and problem-solving skills and experience with statistical analysis using statistical software
  • Successful experience with mobile data collection tools like Open Data Kit, Kobo Toolbox and Ona, including xls form-building.

WORKING CONDITIONS

This is an X9, international grade level in GGGI’s salary scale. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
