Senior Officer – Aral Sea GRIP Project Management
In 2021 GGGI signed a Memorandum of Understanding (MOU) for cooperation with the Ministry of Ecology, Environmental Protection and Climate Change (former State Committee for Ecology and Environmental Protection), and signed a project agreement with KOICA to implement the “Green Rehabilitation Investment Project for Karakalpakstan Republic to address impacts of the Aral Sea Crisis”, and Agence Française de Développement (AFD) to provide technical assistance in the realization of support for Strategic Environmental Assessments in Uzbekistan and the mainstreaming of their practices.
The Aral Sea GRIP Project Manager (PM) will function under the direct supervision of the Country Representative. The PM will be responsible for leading the Aral Sea GRIP through planning, implementing, oversight, and reporting. S/he will manage the timely achievement of Aral Sea GRIP deliverables, including knowledge products and other results, indicated in the project document. In doing so, the Project Manager will carry out the following functions or responsibilities:
PURPOSE
- Lead the implementation of the Project, including the full project management cycle including but not limited to workplan development, budget management, resource planning and management, risk management as well as monitoring and evaluation.
- Lead the project reporting to the Donor (KOICA), Government, and GGGI internal reporting tasks
- Manage the project team members, consultants, firms, and other experts and oversee their performance.
- Provide technical supervision, guidance and support the implementation of Climate Smart Agriculture practices and technologies, knowledge product development and green investment mobilization in consultation with relevant GGGI staff and national and international stakeholders.
- Assess effectiveness of project activities and recommend improvements to meet key milestones for the project delivery.
- Oversee the quality of the results as well as the effective and efficient delivery of results.
- Support the Country Office resource mobilization.
ENGAGEMENT
- Develop and foster strong relationships with the donor, development partners, key government institutions, relevant academic institutions, non-governmental organizations and/or private sector as key stakeholders of Uzbekistan’s green growth program.
- Support the Country Representative in mobilizing resources, supporting donor reporting and building effective networks.
- Facilitate an effective stakeholder dialogue both internally and externally to support teams on issues relevant to the components/work streams of the project.
- Maintains close communication with technical divisions in HQ on relevant topics to ensure their participation in project delivery for quality outputs.
DELIVERY
- Develop annual project implementation plans, including project activities, budget, annual human resource, and procurement plans.
- Lead project execution consistent with the project objectives engaging national counterparts.
- Ensure successful completion of the project deliverables indicated in the project document.
- Organize project related activities including trainings, workshops, and knowledge sharing events, and support in the facilitation of these activities.
- Provide technical leadership to staff members/consultants and build capacity of internal staff, government officials where applicable, other project related stakeholders.
- Ensure the generation of evidence-based knowledge and information on CSA for the selected pilots.
- Organize monitoring meetings as agreed by the project donor (KOICA).
- Successful team management, ensuring GGGI’s core values are embedded in the delivery of the Project and making sure staff wellbeing.
- Responsible for timely project monitoring and reporting, closely working with the component lead, project associate, admin associate, and other project staff under the guidance of the Country Representative.
- Develop project concept note and proposal as requested under the guidance of the Country Representative to support Country Office resource mobilization.
REQUIEREMENTS
QUALIFICATIONS
- Masters degree in international development, public administration, business administration, and/or subjects related to green growth (agriculture, forestry, energy, water, urban development, etc).
- Minimum of 7 years’ of experience in policy, adaptation planning, project development and/or implementation related to sustainable development.
- Effective and efficient operational and organizational skills coupled with project management and project.
- Experience in working in a development country will be an advantage.
- Experience in international organizations, climate finance organization (such as GCF) and/or donor government entities (such as KOICA) will be an advantage.
- Experience in use of ERP reporting systems, procurement, budgeting, reporting required.
- Strong oral and written English is essential, ability to speak Korean is an advantage.

WORKING CONDITIONS
The Investment Officer is an X9, international grade level in GGGI’s salary scale. For X9 International grade, the base salary starts from USD 77,904. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
